The DILG Zambales headed by Provincial Director Armi V. Bactad, CESO V, facilitated a 3-day seminar-workshop on the Accreditation of Constructors' Performance Evaluators (CPEs) on December 1-3, 2021 at Forest View Leisure Residences, El Kabayo Road, Subic Bay Freeport Zone, to continually provide technical support in the improvement and achievement of quality and timely delivery of infrastructure projects in the province.
The seminar-workshop aimed to familiarize and equip the provincial engineering office's personnel on the actual application of Constructors Performance Evaluation System (CPES) methodology in the evaluation of the constructors' performance thru early detection of problem areas encountered in the project and determination of appropriate corrective actions. The workshop also provided learnings on the necessary standards to ensure that the infrastructure projects are conformed with the specified requirements of project owners.
The said undertaking was participated in by the engineers and technical personnel from Provincial Engineering Office (PEO) , and Conditional Matching Grant to Provinces (CMGP) Focal Person of the Provincial Government of Zambales (PGZ).
Cluster Team Leader/LGOO VII Judith B. Romero expressed her gratitude for the active participation of everyone and emphasized the importance of the activity that will help them in assessing government projects and undertaking project evaluation.
Engr. Nikki Najarro, Senior Trade and Industry Development Specialist of Construction Industry Authority of the Philippines (CIAP), Ms. Rose Ann Bolitres, Administrative Assistant III of CIAP, and Engr. Noel F. Yambao, Project Evaluation and Development Chief of Tourism Infrastructure and Enterprise Zone Authority (TIEZA), served as resource speakers and facilitators during the activity. Among the topics discussed were the introduction of the CPES, CIAP and its implementing boards, CPES implementation plan, methodology, process flow and simulation. The training has also employed actual case study, wherein participants conducted onsite evaluation on a selected CMGP project to discuss the identified scope and status of work items (percentage of accomplishment) to be evaluated, documents supplied by the concerned constructor's project engineer and other factors affecting the implementation of the project.
The workshops were carried-out in accordance with minimum health standards such as proper wearing of face masks and strict observance of physical distancing to ensure safety among the attendees.
CPES is a uniform rating system for evaluating the performance of constructors based on a set of criteria. The evaluation is done at certain stages during the actual construction of the project, and upon its completion. It develops a centralized base of information on performance rating of constructors for licensing, pre-qualification, quality improvement, and other purposes of government agencies, project owners, financing and insurance companies and other interested parties.
DILG continues to partner with the Provincial Government of Zambales to further strengthen the capacities of the local functionaries in the area of roads development and management, particularly in improving the performance of contractors in the prosecution of government projects.
