Department of the Interior and Local Government – Aurora conducted a Provincial Orientation on the Guidelines in Monitoring the Functionality of Local Committee on Anti-Trafficking and Violence against Women and their Children (per DILG Memorandum Circular No. 2020-06) to Municipal Committee on Anti-Trafficking and Violence Against Women and their Children (MCAT-VAWC) and Provincial Inter-Agency Monitoring Team (PIMT). This was held on June 17, 2021 via Zoom Online Platform.
LGOO VI Mary Joyce T. Bautista, Program Manager, DILG Aurora, said that functionality assessment of the LCAT-VAWC functionality serves as the basis for policy and capacity development of LGUs in fighting and eradicating violence against women and children.
This also helps undertake measures to protect the people in any form of violence and exploitation and eliminate trafficking in persons (TIP) and violence against women and their children (VAWC).
During the orientation, LGOO V Cherina G. Quiñones elaborated DILG Memorandum Circular 2020-006 dated 20 January 2020 regarding the Guidelines in Monitoring the Functionality of LCAT-VAWC. Its functionality will be rated based on its (1) Organization; (2) Meetings; (3) Policies, Plans, and Budget; and (4) Accomplishments.
LGOO V Quiñones underscored that the annual assessment of LCAT-VAWC functionality for CY 2019 and 2020 will be done separately wherein the functionality of 2019 LCAT-VAWC, the IMT will look into the 2019 documents and data of the committee; 2020 LCAT-VAWC, the IMT will look into the 2020 documents and data of the committee, respectively. Per se, 2019 functionality will be based on the rating obtained from the assessment conducted for CY 2019. On the other hand, 2020 committee functionality will be based on the total rating obtained from CY 2020 assessment.
The activity was participated in by the eight Municipal Committees on Anti-Trafficking and Violence against Women and their Children (MCAT-VAWC) and Provincial Inter-Agency Monitoring Team (PIMT).
