The Provincial Government of Pampanga headed by Governor Dennis Pineda was the first among all provinces in Central Luzon to call for a consultative meeting on Devolution Transition Plan (DTP). The activity was held on June 16, 2021 at Capitol Compound, City of San Fernando, Pampanga.
Hon. Dennis Pineda in his welcome remarks acknowledged the participation of all concerned National Government Agencies and highlighted the relevance of the activity in coming up with an effective Devolution Transition Plan for the province.
Section 5 of Executive Order No. 138 states that the National Government Agencies concerned and all LGUs shall prepare their respective Devolution Transition Plans which conform to the guidelines to be jointly issued by DBM and DILG.
DILG R-3 OIC-Regional Director Jay Timbreza discussed the salient features of EO No. 138 on Full Devolution and DTP. In his presentation, Director Timbreza has mentioned the need for NGAs to prepare their plans to ensure the smooth implementation of the devolution of functions, basic services and facilities to the LGUs. He further emphasized the timeline for the DTPs' submission by the concerned NGAs within 120 days after the Executive Order's effectivity.
Likewise, Regional Director Isabel Taguinod of the Department of Budget and Management R-3 has presented the Implementation of the Mandanas-Garcia Ruling. The heads of the Department of Budget and Management, Department of Health, Department of Agriculture, Department of Public Works and Highways and Department of Social Welfare and Development were also present during the consultative meeting to discuss their agencies' devolved services to LGUs.
