The Department of Interior and Local Government-Region III, through the Capability Development Division (CDD), conducted 4-day Regional Training of Trainors (TOT) on the Community Based Monitoring System Accelerated Poverty Profiling (CBMS APP) Modules I and II on January 29 – February 1, 2019 at Grace Crown Hotel, Angeles City. It was attended by forty eight (48) participants composed of DILG Regional, Provincial and HUC technical and administrative staff who will form part of the regional CBMS pool of trainors.

The activity was aimed to capacitate additional regional/provincial/city/municipality CBMS trainors to achieve more effective LGU implementation of the program in the region.

RD Julie J. Daquioag, in her message, emphasized the need to capacitate every DILG employee in the Department's major programs and projects such as everyone will be an enabler of capability building in the LGU. Further, she mentioned that, "Knowledge becomes powerful when shared." Likewise, ARD Jay E. Timbreza encouraged the participants to be catalysts and agents of change through the CBMS program. He added that one should be passionate in service delivery and always look meaning in every activity participated in.

LG-CDD Chief stated the overview of the activity and the main purpose of conducting the activity which is to address the increasing number of LGUs in the region requesting for technical assistance in the implementation of CBMS.

During the training, participants were imparted with the knowledge and skills in implementing the CBMS APP (android based version) Modules I and II which focused on Data Collection, Enumeration and Data Validation and Data Processing, Poverty Mapping and Database Building, respectively.

Resource speakers tapped in the activity were the Regional and Provincial CBMS Focal Persons who had previously attended national and regional trainings on CBMS.

Community-Based Monitoring System (CBMS) is one of the demand-driven programs being implemented by the Department to the LGUs in partnership with the CBMS Network Office, De La Salle University (DLSU) Angelo King International Center. It is an organized process of data collection, processing, validation and integration of data in the local development processes using a core set of household indicators and is designed primarily to provide inputs for local level planning and budgeting; lodged at the planning units of local government units.
