To determine the extent of its Quality Management System (QMS) compliance to ISO 9001:2015 standards and confirm readiness for the surveillance audit, DILG Region 3 had its QMS Management Review on August 5, 2019 at the Redd Manor Hotel, City of San Fernando, Pampanga.

In time with the enactment of Republic Act No. 11315 or "An Act Establishing a Community Based Monitoring System and Appropriating Funds Therefor", the City of San Jose Del Monte, Bulacan conducted a five-day training on Community Based Monitoring System (CBMS) Module 1 to capacitate newly-hired workers towards accurate data gathering.

Philippine Councilors League (PCL) - Bulacan Chapter conducted the Provincial Federation Election on August 2, 2019 at Hiyas Ng Bulacan Convention Center, City of Malolos, Bulacan. This is in line with Memorandum Circular No. 2019-103 issued by the Department of the Interior and Local Government regarding "Provincial Federation, City Chapter and Regional Council Elections of the Philippine Councilors' League".
