A 3-day “Seminar on Recent Laws, Rules and Regulations concerning People’s Law Enforcement Board (PLEB) was held on May 11-13, 2015 at the Subic Bay Peninsular Hotel. This was participated in by 38 PLEB members from the LGUs of City of Malolos, City of San Jose del Monte, Balagtas, Bocaue, Bulakan, Calumpit, Guiguinto, Hagonoy, Marilao, Obando, Pandi, San Ildefonso, San Miguel, and San Rafael.
The activity was realized thru the initiative of the Department of the Interior and Local Government –Bulacan in partnership with the National Police Commission (NAPOLCOM) Region 3. All resource speakers came from the Napolcom headed by Regional Director Atty. Manuel Pontanal, OIC Assistant Regional Director Atty. Bernardina V. Joven, Acting Chief Technical Services Division/ Provincial Officer for Bulacan Atty. Arlene L. Castro-Co and Chairman of the Police Regional Appellate Board Atty. Domingo P. Guanzon.
Participants’ knowledge on the NAPOLCOM Memorandum Circular 2007-01 known as the Uniform Rules of Procedure before the Administrative Disciplinary Authorities and Internal Affairs Service of the PNP were stimulated. Other topics included were the Legal Principles, Latest Jurisprudence, Administrative Offenses and Penalties, Appreciation of Evidence, Decision Writing, Styles and Techniques, and Case and Records Management. After the lectures, a role playing was held to demonstrate the proper procedures of hearing and deciding the citizen’s complaint against the city/ municipal police personnel.
The participants are thankful for the learning opportunity that served as a refresher course for the old and current PLEB members and a new learning experience for the first timers. Likewise, they are looking forward for a follow-up activity concerning PLEB.
