   “The recognition given to Victoria, Tarlac as the Most Outstanding Municipality of Region III within the Manila Bay Watershed Area on the Environmental Compliance Audit (ECA) should serve as a source of inspiration to the officials, functionaries, employees, and to the constituents, to continue their effort in making the municipality compliant not only with the Ecological Solid Waste Management Act of 2000 but as well as to other national statutes,” Director Florida M. Dijan, Regional Director, DILG R3, said in her message after Awarding of the Plaque of Recognition and the Check for the Two Hundred Thousand Pesos (P 200,000.00) Incentive during the Monday Flag Raising Ceremony of the said municipality on January 12, 2015.

 

   Mayor Candido R. Guiam III shared the recognition to the Sanggunian, LGU Functionaries, and employees and most especially to the Barangay Officials who all contributed in the successful implementation of the LGU programs. Mayor Guiam also concurred with what RD Dijan said by saying that the LGU of Victoria draws inspiration from such recognition which also made them a contender to the Tri-Regional (NCR-RegionIII-RegionIVA) ECA recognition and a chance to be given the P 1M incentive . He promised the Barangay Officials that if fortunate enough, his administration will use the incentive to capacitate each barangay to achieve above benchmark Barangay Governance which will be identified through the implementation of the Barangay Governance Performance Management System (BGPMS).

   On the other hand, the Municipality proposed to utilize the Php 200,000.00 incentive in providing technical knowledge to barangays in the proper management and operation of Garbage Collection and also provide Garbage Collection Carts and other equipment to the Twenty-Six (26) barangays of the municipality.

   Director Dijan also gave Certificates of Recognition to Dir. Araceli A. San Jose, DILG Provincial Director of the Province of Tarlac and Engr. Robert C. Diola, Municipal Local Government Operations Officer of the LGU of Victoria.

   The Environmental Compliance Audit is a program spearheaded by the Department of the Interior and Local Government which is initially implemented to LGUs within the Manila Bay Watershed Area. It aims to assess the compliance of LGUs on the key legal provision of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.
