LCAT-VAWC PIMT and LCPC Provincial IMTD Convene for a Coordination Meeting to Enhance Inclusive Governance in Tarlac Province

On February 8, 2024, the Local Council for the Protection of Children Against Violence Against Women and Children (LCAT-VAWC) Provincial Inter-Agency Monitoring Team (PIMT) and the Local Council for the Protection of Children (LCPC) Provincial Inter-Agency Monitoring Task Force (IMTF) convened in a coordination meeting which aims to strategize and chart the way toward the successful implementation of LCAT-VAWC- and LCPC-related initiatives in the Province of Tarlac.

The meeting served as a venue to deliberate on effective strategies and collaborative approaches to enhance governance and ensure the successful implementation of policies, programs, and services for the most vulnerable sectors within the Province, and to identify innovative methods to strengthen the capacities of the PIMT and IMTF in overseeing the administration of assessments, particularly in relation to the protection of women and children.

Moreover, the meeting provided an opportunity to verify the compliance of local government units (LGUs) in the Province with existing policies and regulations aimed at safeguarding the rights and welfare of women and children. Members of the task force evaluated the efficacy of current initiatives and proposed ways forward to address any identified gaps or challenges.

Both the LCAT-VAWC PIMT and the LCPC Provincial IMTF commit to work hand in hand with various stakeholders across the Province of Tarlac to uphold the rights and dignity of women and children. By harnessing the power of partnership, they aim to create a future where every individual can thrive in a safe and nurturing environment.

On February 8, 2024, the Municipality of San Clemente proudly inaugurated its newly constructed Multipurpose Building, signaling a significant milestone in the local government unit's commitment to youth empowerment and community development. The building, strategically designated as a Teen Center, proves the Municipality's dedication to providing a physical space where the youth can converge, discuss, plan, meet, participate, and coordinate their activities.

Through the leadership of Mayor Elma Macadamia, the Municipality utilized its 2022 Seal of Good Local Governance Incentive to fund the construction of the facility. This allocation of resources emphasizes the Municipality's prioritization of youth-oriented initiatives and signifies its commitment to fostering the development of future generations.

The Teen Center will serve as a platform for youth-led activities and initiatives, allowing the young ones to actively participate in decision-making processes and contribute to the development of the community. It will also facilitate collaboration between government agencies, community organizations, and other sectors, enabling the effective implementation of youth-oriented programs and projects.

The inauguration ceremony, graced by the Municipality’s local officials and functionaries, and DILG Tarlac Provincial Director Armi V. Bactad, CESO V, reaffirms the Municipality's commitment to nurturing the potential of its youth and creating a vibrant and inclusive community for all. Living out its branding of promoting excellence, the Municipality of San Clemente is surely a model of replication for this inclusive best practice.

La Paz Unveils Balay Silangan Program to Enhance Efforts Against Illegal Drugs

Under the leadership of esteemed Mayor Venustiano D. Jordan, the Municipality of La Paz has officially integrated the Balay Silangan Program into its initiatives on February 5, 2024, with the unveiling and blessing of its reformation facility in Barangay Caramutan. This program aims to provide in-house reformation, offer diverse interventions, counseling activities, and livelihood programs to support the rehabilitation of drug offenders, facilitating their transition into law-abiding and productive members of society.

Alongside Mayor Jordan, the event was graced by and honored by Vice Mayor Lorna Manalo, Provincial Director Armi V. Bactad, CESO V of DILG Tarlac, PCol. Miguel Guzman of Tarlac Police Provincial Office, DILG Tarlac Cluster Leader and concurrent OIC-MLGOO Jeffrey S. Manalastas, and representatives from Philippine Drug Enforcement Agency - Region III. 

The successful implementation of Balay Silangan in the Municipality of La Paz is expected to make a significant positive impact on the overall peace, order, and public safety. Through the efforts of the local government unit, more lives will be transformed and more families will be reunited across the nation.

Protecting the Vulnerable: DILG Holds Orientation on Enhanced Guidelines for LCPC and LCAT-VAWC

Today, February 8, 2024, DILG Tarlac through the leadership of Provincial Director Armi V. Bactad, CESO V, held a Comprehensive Orientation on the Enhanced Guidelines on the Operationalization of the Local Councils for the Protection of Children (LCPC) and Local Committees on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) via Zoom Video Conferencing.

The orientation served as a platform for collaboration, enabling DILG Field Officers, City/Municipal Social Welfare and Development Officers, and other stakeholders to align efforts and resources towards the common goal of creating safer environments for children and women in the Province of Tarlac.

LGOO V Maricar Janice C. Perez provided a detailed discussion on the Enhanced Guidelines in the Operationalization of LCAT-VAWC, shedding light on the strategies that are essential for combating trafficking and violence against women and children at the local level. Meanwhile, LGOO II Katherene E. Estavillo expounded on the Comprehensive Guidelines for the Establishment, Strengthening, and Monitoring of the Local Council for the Protection of Children (LCPC) at all levels. Her presentation created a clearer guide for effectively establishing, empowering, and overseeing LCPCs to ensure the holistic protection of children within our communities.

Through this activity, the Province strengthens its commitment to upholding the rights and dignity of every individual, particularly the marginalized and vulnerable. Through sustained collaboration and dedication, the Province of Tarlac endeavors to create a society where every child is protected, and every woman is empowered to live free from violence and exploitation.

DILG TARLAC EVALUATES PF TARLAC’S FY 2022 SGLG-IF PROJECT IN SITIO BAAG

On February 2, 2023, a site inspection and project monitoring was conducted by the DILG Locally Funded Project Team in Sitio Baag, Brgy. Iba, San Jose, Tarlac. Together with the Provincial Director Armi V. Bactad, CESO V, and representatives from the Provincial Planning and Development Office and the Provincial Engineering Office, the team assessed the status of the Provincial Government of Tarlac’s FY 2022 Seal of Good Local Governance—Incentives Fund Project, to ensure that it will comply with the construction standards and that it will be delivered to our indigenous brothers and sisters on time.

The Provincial Government is currently building 29 housing units, (1) tribal hall, and four (4) deep wells as an incentive from the 2022 SGLG to meet the specific needs of the community, providing shelter, communal space, and a sustainable water supply toward improved overall welfare. 

With these, DILG Tarlac is hopeful that more lives will be transformed through meaningful infrastructure projects and by inclusively prioritizing the needs of our communities.
