As part of the 22nd Anniversary Celebration of the Local Government Code of 1991, DILG R-3 conducted another capability building intervention through a competition dubbed as “Tagisan ng Galing: The Local Governance Challenge” on October 9, 2013 at Oxford Hotel, Clarkfield, Pampanga. Three contestants from different congressional district all over Central Luzon competed for the 3 categories which were Impromptu Speech, Essay Writing and On-The-Spot Poster Making Contests. The activity, participated in by a total of 32 contestants, was aimed to enable barangay officials to share their innate knowledge, skills and talents and identify their crucial role on good governance based on their actual involvement in barangay affairs and their performance of duties and functions as barangay officials and functionaries.
RD Florida Dijan stated in her welcome message that the activity is geared towards developing the skills of the contestants on good governance by bringing out their best in the contest. Adjudged as first, second and third prize winners, respectively were Kagawad Christopher D. Linag of Guiguinto, Bulacan, Kagawad Josephine A. Ignacio of Sta. Cruz, Zambales, and Punong Brgy. Genius S. Prieto of City of San Fernando, Pampanga for the Impromptu Speech; Kagawad Jennifer G. Veloso of Sta. Maria, Bulacan, Brgy. Secretary Elizabeth R. Tamaño of Olongapo City and Punong Brgy. Patrick R. Cura of Angeles City for the Essay Writing; and SK Kagawad Kim Henry Mansilungan of Samal, Bataan, Kagawad Jennifer G. Veloso of Sta. Maria, Bulacan and Kagawad Walter C. Manuel of Porac, Pampanga for the On-The-Spot Poster Making .
Each contestant received consolation prize and certificate of participation. Moeover, top three winners in each category received cash prizes amounting to P5,000 for the 1st prize, P4,000 for the 2nd prize and P3,000 for the 3rd prize and plaques of recognition during the Regional Forum on Good Governance cum Regional Awarding held on October 10, 2013 at same venue.

Dumagat for the Essay Writing Contest; and Regional Education Program Supervisor Edgar Serrano, Finance and Amin. Chief Anita W. Adriano and Personnel Section Chief Nina L. Basilio for the On-The-Spot Poster Making Contest.
