   The Department of the Interior and Local Government in Region III has consistently been advocating the implementation of a 100% Smoke-Free Environment and protection of the bureaucracy against tobacco industry interference. Another orientation among DILG Regional and Field personnel was conducted on August 20, 2014 while the same activity in the provinces of Bulacan and Pampanga was conducted on July 30 and July 31, 2014, respectively.  

   Finance and Administrative Chief Anita Adriano in her message encouraged the personnel to help cause the widest dissemination of this government advocacy and ensure strict compliance for health reasons. Recent studies show that both smoker and passive smoker are prone to lung cancer, heart attack, asthma attack and other acute respiratory diseases.    

   The orientation is in support to Joint Memorandum Circular No. 2010-01 regarding Protection of the Bureaucracy Against Tobacco Industry Interference issued by the Department of Health and Civil Service Commission.

   The remaining DILG provincial and city offices in the region will also be given orientation on Smoke-free environment.

Gov. Aurelio Umali presides over the RPOC Organizational Meeting   With Governor Aurelio Umali recently appointed as chairperson by Sec. Mar Roxas with the President’s approval, the organizational meeting of the Regional Peace and Order Council (RPOC) was held.  This milestone was relished as numerous issues were aptly discussed and addressed by the council last August 14, 2014 in Widus Hotel, Clarkfield, Angeles City, Pampanga.


    Among the presenters conveying the peace and order situation for Central Luzon were Major General Glorioso Miranda of the Armed Forces of the Philippines (AFP), PCSUPT Adriano Enong Jr. of the Philippine National Police (PNP), Director Jeoffrey Tacio of the Philippine Drug Enforcement Agency (PDEA), and Peace Officer IV Maggs Barrios of the Office of the Presidential Adviser on the Peace Process (OPAPP).


    Significant issues tackled in the discussion were insurgency problems, cargo hi-jacking, motorcycle-related crimes, and dangerous drug concerns in the region among others. With the firm direction of Chairman Umali, the council put forward a number of important and specific propositions to counter such crimes.


    Moreover, Governor Lilia Pineda of Pampanga raised a proposal advocating the construction of an empirical Peace and Order Council headquarters to further the organization’s cause and raise the economic benefits of having a peaceful region in the process.


    On the latter part of the day, the awarding for the Lupong Tagapamayapa Incentives Awards was spearheaded by DILG led by Region III Director Florida Dijan.


    Brgy. Sto. Niño, San Felipe, Zambales and Brgy. Kitang II/Luz, Limay Bataan were announced winners in the 4th-6th Class Municipalities and 1st-3rd Class Municipalities categories respectively. On the other hand, Brgy. Cataning, City of Balanga, Bataan, and Brgy. Kalaklan, Olongapo City bagged the awards for the Component Cities and Highly Urbanized Cities categories, respectively.  All LTIA regional winners received plaque and a cash prize of P50,000.00 each.RD Florida M.    A total of 429 Certifications on Civil Service Commission (CSC) Eligibility for Central Luzon (CL) local officials were issued by DILG Region 3 for the First Semester of CY 2014.  These include 416 certifications for barangay officials and 13 for Sanggunian Panglungsod and Bayan Members.

   Republic Act 10156 entitled, “An Act Conferring Upon Members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility Under Certain Circumstances, and for Other Purposes”, was signed into law on December 20, 2011 by President Benigno S. Aquino III.   Under this Republic Act, qualified Sanggunian Members are conferred with the Sanggunian Member Eligibility or SME.  The SME is a Civil Service Eligibility (CSE) granted by the Civil Service Commission (CSC) to qualified members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan pursuant to the Implementing Rules and Regulations of RA 10156 approved by the CSC in its Resolution No. 1300486 promulgated on March 6, 2013.  On the other hand, CSC Memorandum Circular 2012-13 states the Policies on Services Requirements for Grant of Barangay Officials Eligibility and Other Related Matters.  Elected and appointed barangay officials including SK Chairmen who had rendered the required years in service as stated in this circular can avail of the said eligibility.

   The issuance of CSC Eligibility certifications is among the frontline services being provided by the DILG pursuant to Republic Act 10156 and CSC Memorandum Circular No. 2012-13.

   Both issuances grant CSC sub-professional eligibility which enables these local officials to qualify and apply for first and second level positions in the government.

   Dir. Florida M. Dijangraced the culminating activity of the month-long observance of the National Disaster Consciousness Month in Olongapo City dubbed as “Be An ‘Informed Volunteer’ Disaster Fair and Symposium” on July 28, 2014 at the Olongapo Convention Center.

RD Dijan’s high-spirited delivery of her message during the closing ceremony captured the interest of the participants. She encouraged everyone to be involved in the disaster preparedness efforts of the government.

   Hon. Aquilino “Jong” Cortez, Sangguniang Panlungsod Member, represented City Mayor Rolen C. Paulino who happened to be attending an equally important commitment on that day. Vice Mayor Rodel Cerezo also graced the occasion.

   Prior to the actual symposium, an Awarding Ceremony for the Poster-Making (Elementary and High School Categories) and Essay Writing (High School Level) Contests was held.

   The resource persons during the symposium were Dir. Renato Sulidum, Jr., of DOST-PHIVOLCS, Dir. Josefina Timoteo of OCD Region 3, Mr. Angelito Layug, DRRMO of Olongapo City, Mr. Rommel Yutuc of DOST-PAGASA, Ms. Clarissa Villanueva of DENR-MGB Region 3, and Mr. Oscar Victor Lizardo of DOST Project NOAH.

    During the presentation of Dir. Solidum he brought to test the preparedness of the participants on earthquake. A very basic drill on “Duck, Cover, Hold” was done signaled by the whistling of Dir. Solidum.

   Punong Barangay Jerome Michael Bacayand Kagawad Jahnke of Barangay Sta. Rita, Olongapo City, presented their best practices in terms of disaster preparedness and rescue operations. Barangay Sta. Rita is a Gawad Kalasag Hall of Fame Awardee.

   Participants during the symposium were members of the CDRRMC of Olongapo City, students and teachers from different schools in the city, barangay officials, City and Barangay Rescue and Emergency Response Teams, representatives of the Civil Society Organizations, and DRRMOs of other LGUs in Region III.

   Another component of the culminating activity was the Disaster Fair. Olongapo City DRRMO, Barangay Sta. Rita, Philippine Red Cross-Olongapo, City of San Fernando, Pampanga, and Junna Industrial Corporation, supplier of rescue, defense, and security equipment, displayed their different equipment, tools, and paraphernalia used in rescue, clearing and other disaster-related operations.

   Also displayed during the fair were the works of art of participating elementary and high schools students in the Poster-Making Contest conducted by the City Government of Olongapo, through the DRRMO, in partnership with DepEd, on July 1, 2014 at the Olongapo Convention Center. Students were made to draw their interpretations of this year’s theme, “Kahandaan at Kaligtasan ng Pamayanan, Pundasyon ng Kaunlaran”.

   DILG-3 Regional Director Florida M. Dijan conferred the appointment of Nueva Ecija Governor Aurelio M. Umali as the new Chairman of the Regional Peace and Order Council (RPOC) in Central Luzon.  It was held during the Nueva Ecija Provincial Peace and Order Council (PPOC) meeting on July 24, 2014 at the Amphitheater, Old Capitol Building, Cabanatuan City.

   During the event, RD Dijan congratulated Governor Umali and shared DILG Secretary Mar Roxas’ letter.  “Congratulations on your appointment as the new Chairman of the Regional Peace and Order Council of Region III.  His Excellency, President Bengino S. Aquino III has recently approved your appointment effective May 19, 2014”, Sec. Mar said.  

    “Your role as RPOC Chair of Region III is very significant in the light of the DILG and the Philippine National Police’s efforts to keep the streets of Central Luzon free from crime and lawlessness.  Ensuring peace and order and public safety is a common goal that we share, and we look forward to a fruitful and productive partnership with you as we continue to keep the communities of Central Luzon safe and sound”, he added.  

    On the same date, Police Regional Office III Regional Director CSupt. Raul Delfin Petrasanta was also appointed as Vice Chairperson of RPOC in the region.  

    DILG serves as Head Secretariat in the Regional Peace and Order Council.        
  

   DILG Region III Regional Director Florida M. Dijan graced the 17th year celebration of the Police Community Relations (PCR) month held on July 28, 2014 at Police Regional Office 3 (PRO 3), Camp Olivas, City of San Fernando, Pampanga.  This is per Presidential Proclamation No. 764 which declares the month of July every year as PCR month.  This year’s theme is “Pinaigting na Samahan ng Mamamayan at Pulisya Para sa Patuloy na Kapayapaan at Kaunlaran ng Sambayanan”.

   Highlight of the activity was the awarding of plaques to deserving PNP offices/units and personnel who have initiated outstanding achievements that promoted and strengthened police-community partnership and made significant contributions to the peace and order and overall development of the community.

   RD Dijan was invited by CSupt. Raul Petrasanta as the Guest of Honor and Speaker to the activity.  In her message, she stated that PCR Month celebration fosters good relationship and strengthens partnership between the police and the community.  She also mentioned a number of DILG programs, through the headship of Secretary Mar Roxas, which advocates active partnership with the community particularly representatives of CSOs, NGOs and POs and more importantly, promotes transparency, accountability and good governance.  She further quoted one of Sec Mar Roxas’s messages, “Ang trabaho ng mga pulis ay hindi biro sapagkat sa mga oras na tayo ay nagpapahinga na sa ating mga kanya-kanyang tirahan, sila naman ay nagbubuwis ng kanilang buhay upang matugunan nila ang kanilang sinumpaang tungkulin sa bansa at sa mga mamamayan”.  

   RD Dijan also commended CSupt Petrasanta’s able leadership which she believes will help maintain the improved image of the police force in the community and further realize their mission of enforcing the law, preventing and controlling crimes, maintaining peace and order, and ensuring public safety and internal security.  She ended her message by saying, “Kayo ay may malaking kontribusyon sa pagkamit natin sa isang maunlad, mapayapa, masagana at ligtas na Pilipinas.  Nawa lalong mapaigting ang mabuting pakikipag-ugnayan sa mga mamamayan… maipagpatuloy ang pakikipagtulungan upang mabilisang matugunan ang mga problema sa kapayapaan… at mapanatili ang mabuting imahen ng kapulisan sa buong Gitnang Luzon.”
