   “The recognition given to Victoria, Tarlac as the Most Outstanding Municipality of Region III within the Manila Bay Watershed Area on the Environmental Compliance Audit (ECA) should serve as a source of inspiration to the officials, functionaries, employees, and to the constituents, to continue their effort in making the municipality compliant not only with the Ecological Solid Waste Management Act of 2000 but as well as to other national statutes,” Director Florida M. Dijan, Regional Director, DILG R3, said in her message after Awarding of the Plaque of Recognition and the Check for the Two Hundred Thousand Pesos (P 200,000.00) Incentive during the Monday Flag Raising Ceremony of the said municipality on January 12, 2015.

     The Department of the Interior and Local Government (DILG) R-3 Regional Director Florida M. Dijan, appeared on CLTV 36’s program - “Ur'Gov @ Work in Central Luzon” last December 22, 2014. RD discussed what programs the agency has been implementing particularly Bottom-Up Budgeting, capability building for LGUs, disaster preparedness, and peace and order.

   DILG R-3, led by RD Florida M. Dijan, conducted a Seminar-Workshop on LGU Gender and Development (GAD) Planning, Update and Review (SPUR) cum Skills Enhancement on Photojournalism and Newswriting and DILG Programs Implementation Updates and Review (SPUR) on December 16-19, 2014 at Subic Bay Travelers Hotel, Subic, Zambales. It was attended by 165 DILG Region 3 personnel composed of the members of the Regional Office GAD Focal Point System, Provincial and City Directors and City/Municipal Local Government Operations Officers (C/MLGOOs).

   The Department of the Interior and Local Government (DILG) continues to implement Potable Water Supply Projects under the Grassroots Participatory Planning and Budgeting Process (GPPBP) for FY 2014. A seminar-workshop was conducted by DILG Region III in coordination with the Office of Project Development Services – Water Supply and Sanitation Unit (OPDS-WSSU) and the Central Luzon WatSan Hub on November 25-28, 2014 at Subic Bay Travelers Hotel, Subic Bay Freeport Zone.

   Regional Director Florida M. Dijan headed the awarding of LGUs which were outstandingly compliant with the key legal provisions of R.A. 9003 otherwise known as the Ecological Solid Waste Management Act of 2000 manifested thru the Environmental Compliance Audit (ECA).
