      Nueva Ecija Provincial Council conducted its first meeting for the year on July 03, 2014 at the NEPPO Conference Hall in Cabanatuan City to discuss the PNP Integrated Transformation Program – Performance Governance System (ITP – PGS) P. A. T. R. O. L. 2030.

     The said Council Meeting was mainly aimed at addressing issues and concerns on the implementation of the said program as well as other matters that will enhance the services of PNP to the people of Nueva Ecija, as emphasized by ADRDA PRO3 PSSupt Ronaldo V. Santos.

     The meeting was facilitated by Provincial Director PSSupt. Crizaldo O. Nieves. He reiterated the importance of the other member agencies of the Council, for without their support and cooperation, PNP plans and programs’ success will not be possible, so as with maintaining the peace and order of the communities and crime prevention and solution. This was responded positively by the Provincial Advisory Council pledging their full support to such plans and programs, all for the welfare of the Novo Ecijanos.

PNP also informed the Council of some of their initiatives such as:
a.    Strengthening of the Pulis sa Barangay Program enhanced thru the Community Organization Network/ Barangay Networking System;
b.    Passing of an Ordinance requiring the installation of CCTV camera in all business establishments, with standard specification as aid for investigation;
c.    Anti-Hazing Law and Fraternities in premier schools in the province;
d.    The upcoming joint Drug Summit;
e.    Human Trafficking Situation in the province; and
f.    Importance and Status of LACAPs and Funding of LACAPs.


     DILG Provincial Director and concurrent Assistant Regional Director Abraham A. Pascua, on his message, guaranteed his and the whole Department’s patronage of the PNP plans and programs. He also took advantage of the opportunity to boast to the Council that Nueva Ecija was hailed as the Most Disaster-Prepared Province in the county by the Office of Civil Defense, as a result of combined efforts of PDRRM, DILG, PNP, BFP and other related agencies.

   The Department of the Interior and Local Government (DILG), thru the Office of Project Development Services (OPDS), Central Office, conducted a Seminar-Workshop the Operation and Maintenance of Water Supply System for LGUs on June 17-20, 2014 at Maharajah Hotel, Angeles City, Pampanga.  The 3-day activity, hosted by DILG Region 3, aimed to increase the capability of the LGU officials and functionaries in operating and maintaining their water supply system particularly on enhancing their understanding of the concepts, processes, and methodologies involved in the operations and maintenance of the facility.  It was participated in by the LGU beneficiaries of SaLinTubig from Regions 1, 2, 3 and Cordillera Administrative Region (CAR).  Participants were Municipal Mayors, Sanggunian Bayan Members Municipal Planning and Development Coordinator, Municipal Accountant, Municipal Engineer and Project and Development Monitoring Unit (PDMU) staff from DILG Regional Offices.    

   Regional Director Florida M. Dijan, in her welcome message, emphasized the importance of the activity for the participants to know more about the SaLinTubig Program. She proudly mentioned that the infra-projects of the Department of the Interior and Local Government (DILG) in Region III, like the SALINTUBIG, were visited by DILG Secretary Mar Roxas. 

   LGCDD Chief Martin Porres B. Moral discussed the overview of the activity where he stressed that one priority concern of the DILG is the sustainability of its projects to LGUs. He also stated that the activity is part of DILG’s mandate on LGU Capacity Building.

 One of the significant activities of the workshop was a field visit on the facilities of Muňoz Water District (MWD) and Central Luzon State University (CLSU) where the participants had the chance to experience the actual operation of a Water Supply System, specifically the calibration of water meter, extraction of ground water, water testing and the treatment of ground water. The technical personnel of MWD discussed on how to operate the facility and shared their experience on water system operations and maintenance. 

   At the end of the activity, each LGU was tasked to prepare and present the Profile of their Water Supply System based on the topics and guidance of Muňoz Water District. This includes their mission and vision as well as basic information regarding their water system and their tariff structure that will guide them in their operations.

   In observance of the National Disaster Consciousness Month (NDCM) this July, DILG Region 3 spearheaded a 3rd Quarter Earthquake Drill for CY 2014 on July 2, 2014 at DILG Regional Office.  This year’s theme is “Kahandaan at Kaligtasan ng Pamayanan, Pundasyon ng Kaunlaran.”


   The drill was aimed to gauge the level of preparedness in terms of efficiency of the warning information of the Office’s Regional Disaster Risk and Management (DRRM) Team and simulate familiarization exercise for the employees during the occurrence of an earthquake.  

    Participated in by all DILG regional office personnel, the drill was started at 9:00 a.m. with a one minute siren.  Upon hearing the siren, employees applied the duck, cover and hold method and hid under respective table for safety from possible falling debris until each had moved outside the building and proceeded to the designated holding area.  

   The activity which is being regularly practiced by the Office, is also a part of the Disaster Risk Reduction and Management (DRRM) program and advocacy campaign of the Department on disaster preparedness. 

   The conduct of the 3rd earthquake drill is simultaneous nationwide as part of this year’s NDCM activity.
