RD Florida M. Dijan presides over the RPRAT Validation
The Department of the Interior and Local Government R-3 as chair of the Central Luzon Regional Poverty Reduction Action Team (CL-RPRAT) convened the RPRAT to review and validate the proposed projects as per the submitted Local Poverty Reduction Action Plans (LPRAPs) of the 130 LGUs/LPRATs of this region under the Bottom-Up Budgeting FY 2016 Program. The meeting which was presided order by RD Florida Dijan was held on January 14-15, 2015 at Subic Bay Traveler’s Hotel & Event Center, SBFPZ.
The activity is also in pursuance with DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 5 dated October 1, 2014 regarding “Policy Guidelines and Procedures in the Implementation of the Grassroots Participatory Budgeting Process for the preparation of FY 2016 Budget and Succeeding Years”.
The LPRAPs were duly consolidated by the DILG BuB Focal Persons (Prov’l & Regional) and submitted to the BuB PMO (DILG, DBM & NAPC). Likewise, consolidated LPRAPs were forwarded to all member National Government Agencies (NGAs) in advance for their information and ready reference.
The RPRAT review is crucial in assessing the feasibility/viability of projects submitted by LPRATs for funding requests per NGA prior to the final submission of LPRAPs on or before February 16, 2015 to the DILG RO for consolidation and submission to DBM Central on or before February 21, 2015 for integration of BuB Proposals with NGA Budget Proposals in the National Expenditure Program.
For 2016, a total of Php 2.3B worth of projects was proposed under the BuB Program. Of which, DILG has the highest budget requests from the LPRATs at Php 631M that corresponds to 243 projects. Next are DA and DSWD at Php 379M (246 projects) and 261M (264 projects) respectively. A total of 367M LGU counterpart funds will be allocated by the 130 LGUs for their BuB FY 2016 projects.
