The city government here received a P3 million check from the Department of Interior and Local Government (DILG) as incentive from the Performance Challenge Fund for being a recipient of a Seal of Good Housekeeping (SGH).


City Treasurer Juliet Quinsaat received the check yesterday in behalf of the Angeles City Local Government from DILG Regional Director Florida  M. Dijan.
 
According to  RD Dijan, the PCF is an incentive given to Local Government Units (LGUs) which are performing and complying with the Full Disclosure Policy (FDP), a reform on transparency and accountability introduced by the late Secretary Jesse Robredo and sustained by Secretary Mar Roxas. RD Dijan said that Angeles City qualified for the PCF, as it passed the assessment on good housekeeping and was conferred with the seal of good housekeeping (SGH) two years in a row (2011 and 2012) in key governance areas of fiscal management, transparency, accountability and valuing performance management.
For his part, Mayor Edgardo Pamintuan expressed gratitude to the DILG for the immediate release of the PCF which, he said, will be of great assistance in funding city projects.
 
“We’re glad that our compliance with FDP in the form of posting our financial documents in three conspicuous places, in local publications and in our official city website has earned us the Seal of Good Housekeeping and then a P3 million incentive from the Performance Challenge Fund,” Pamintuan said.
 
The SGH recognizes an LGU with good performance in internal housekeeping, particularly in local legislation; planning, resource generation, allocation and utilization; customer service; and human resource management, and also in valuing the fundamentals of good governance.
 
The P3 million cash incentive will be used to finance the city government’s infrastructure projects included in the city’s Annual Investment Program.
