The Provincial Government of Bulacan together with the Department of the Interior and  Local Government – Bulacan conducted an orientation briefing for this year’s Seal of Good Local Governance at Hiyas ng Bulacan Covention Center, Malolos City on February 29, 2016.

The event was hosted by DILG-Bulacan headed by the OIC-PD Darwin D. David and the Cluster Team Leaders and it was participated by the Municipal Planning and Development Officers and SGLG Focal Persons of each LGUs in the Province.

The orientation serves as a preparation for the upcoming assessment and evaluation on the performance dimensions of the SGLG that include the “3+1 principle”. An LGU must pass all the three (3) core areas namely: Good Financial Housekeeping, Disaster-Preparedness and Social Protection. In addition, any of the essential areas namely: Business Friendliness and Competitiveness, Peace and Order, or Environmental Protection must also be met.

The participants were also oriented on their roles on the assessment process, the criteria and indicators and the process on how to accomplish the different forms of the SGLG.

                 OIC-PD Darwin D. David, in his message, encouraged all the participants to have full cooperation to intensify the programs and delivery of services of each LGUs in Bulacan. Also, to give their best effort to achieve and mainstream good governance in the Province.

The DILG will recognize and incentivize provincial, city and municipal governments that respond to the challenge of SGLG.

                 DOÑA REMEDIOS TRINIDAD – the Regional Project Monitoring Team (RPMT) of the Bottom-Up Budgeting (BUB) program and the Project Development and Management Section of the DILG Regional Office in coordination and partnership with the DILG Bulacan Provincial Office conducted a three-day project monitoring and validation visit for the gathering of data and information regarding the implementation of projects on February 17-19, 2016.

The visiting team was composed of the members of the RPMT headed by its team-leader Nestor Tapia, and Program Engineer Kathrene C. Ermube, PDMS representative LGOO II Rod Mark Salvador, Community Mobilizer Regina Elester, DILG Provincial Office representatives MLGOO Nicanora Geronimo, and LGOO II Paolo Israel Franco, and Representative from the Municipal Government of DRT Municipal Engineer Emelito Dela Cruz, and Municipal Planning and Development Coordinator Engr. Susana De Guzman. During the visit, the team inspected the eight Farm-to-Market Roads and the Provision of Potable Water under the BUB 2014. They validated whether the projects were within the specifications such as the width and length of the road, and the operative of the water system. The physical condition of the roads and the service extension for the provision of potable water provided by the municipal government were also checked during the visit.

A similar activity was also conducted last February 16, 2016 in the municipalities of Bocaue and Hagonoy. The team validated other national government agencies projects particularly those of DepEd and DSWD under BUB 2014 and 2015.

- LGOO II Paolo Israel S. Franco

In its aim to reduce the vulnerability of Greater Metro Manila Area (GMMA) to natural hazards, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) installed equipment for Community Based Flood Early Warning System (CBFEWS) to provinces located near Metro Manila.  A turnover ceremony was held at Tanza Oasis Hotel and Resort, Barangay Capipisa East, Tanza, Cavite. On February 16.

Together with the Provinces of Cavite, Laguna and Rizal, Bulacan Province received the said equipments which were installed in the City of San Jose del Monte and Municipality of Sta. Maria.

Engr. Roy A. Badilla, OIC Hydro-Meterology Division (HMD) of PAGASA welcomed the participants from the said provinces which consist of DRMM, DILG and OCD Officials. Usec. Alexander Pama, Administrator of OCD and Executive Officer of NDRRMC delivered his message. He emphasized that the LGUs should be the front liner when it comes to disaster management. He also stated that those early warning devices aim to save not only citizens but also their livelihood.

Representative from each provinces accepted Plaque of Appreciation from PAGASA as a symbol of their support and cooperation in the implementation of the project. DILG Bulacan OIC-Provincial Director Darwin D. David, received the plaque in behalf of Gov. Wilhelmino M. Sy-Alvarado.

Engr. Roy A. Badilla, Social Weather Specialists, HMD, PAGASA lead the tour at Bunga Automatic Water Level Station located at Barangay Bunga, Tanza, Cavite. He explained to the participants how the device functions. The said equipment consists of rain fall sensor, water level sensor, GPS, and controller. He also mentioned that real time data gathered by the device was transmitted through radio frequency at the control center located at the respective PDRMM Office and PAGASA.

- ADA IV Benedict M. Pangan

                 The Dangerous Drug Summit was conducted on January 13, 2016 at Hiyas ng Bulacan Convention Center, Capitol Compound, City of Malolos, Bualcan with the initiative of the Provincial Government of Bulacan in partnership with Philippine Drug Enforcement Agency (PDEA) Region 3 Office, to present the current drug situation in the province.

The summit was headed by Board Member Atty. Ramon “Monet” Posadas (Committee on Pease and Order), Provincial Administrator Eugenio Payongayong, DILG Bulacan OIC-Provincial Director Darwin D. David, BPPO Provincial Director PPSupt. Ferdinand O. Divina, PDEA RO3 Supervising Admin Officer Christian V. de Honor, LMP Bulacan Chapter President and Pandi Punong Bayan Rico A. Roque, Plaridel Punong Bayan Ms. Jocell Aimee R. Vista-Casaje, Guiguinto Punong Bayan Ambrosio C. Cruz, Jr. Anti Drug Abuse Council (ADAC) Members of cities and municipalities of Bulacan also graced the said event.

PA Payongayong opened the event by giving brief summary of the previous summit. PPSupt Divina and Mr. de Honor discussed the current Drug Situation of the Province. While Ms. Imelda C. Magat of DILG-Bulacan and Mr. Glenn M. Guillermo of PDEA RO3 tackle the ADAC Rules and Responsibilities and Legal Basis, respectively.

Ms. Jevelyn Alpas and Mr. Bryan Arce share their personal experience on how dangerous drugs affect their life. PNP Bulacan entertained the participants by showing the documentary video “Taghoy sa Dilim”. 

Bishop Efraim Perez of Christian Catholic Church energized the participants with his discussion of Family Values Formation. He emphasized that the family is the source of the problems encountered by the society.

Senior Assistant Provincial Prosecutor Atty. Sinforoso T. Roque, Jr. wrapped up the summit by addressing issues concerning Comprehensive Dangerous Drugs Act of 2002, also known as R.A. 9165.

                 In line with the Department’s thrust for transparency and participatory governance, DILG Bulacan, led by OIC-Provincial Director Darwin D. David and MLGOO Diana Jean Garcia launched the Ugnayan ng Barangay at Simbahan (UBAS) in Municipality of Sta. Maria last February 24, 2016.

With the theme, “ Simbahan at Barangay, Nakikiisa sa Pamahalaan para sa Tuwid na Daan”, the activity started with PD David’s message in which he encouraged everyone to be actively involved to not only seek UBAS, but to also work as one, citing another acronym which is Bayanihan ng Barangay at Simbahan (BAYABAS).

Likewise, LGOO VI Victoria C. Gabe gave a comprehensive presentation about UBAS and highlighted the importance of the program, mentioning that thru UBAS, the churches and the citizens will have the opportunity to participate in the monitoring and evaluation of the projects being implemented in their respective communities.  Further, LGOO V Diana Jean Garcia also took the chance to orient the participants about the Barangay Bottom-up Budgeting (BUB).

The activity was participated by different representatives of faith based groups and barangay officials and employees in the municipality.
