The Department of the Interior and Local Government (DILG) grants a total of P49.773M of development fund to the local government units of Botolan, Masinloc and Sta. Cruz under the Assistance to Disadvantaged Municipalities (ADM) Program.
The municipalities are included among the first batch of recipient of the ADM Fund wherein, the municipality of Botolan receives P17.513M, while Masinloc receives P16.788M and Sta. Cruz receives P15.472M.
The ADM is a new program consistent with the advocacy of the national government to empower local government units and increase citizen’s access to basic facilities. It also aims to address the fiscal gap in the LGUs and to promote transparency and good governance. Projects under this program include water system, evacuation facility, local access roads, small water impounding and sanitation and health facilities.
The grant of the ADM Fund is based on the local government unit’s compliance with the requirements of the DILG Seal of Good Financial Housekeeping (GFH) and Department of Budget and Management (DBM) Public Financial Management System.
The determination of the budget cap per recipient municipality is based on the following factors: a.) Equal share (58%); b.) Per capita share (20%); c.) years-based share computed from previous national government allocations to the municipality (19%); and d.) Share for good performance as determined by DILG (3%).
The remaining ten municipalities of the Province of Zambales will be receiving a total of P159.445M on the second batch of ADM Fund release.
