Barangay Sto. Tomas, Subic, Zambales, the showcase barangay in Region 3 for the 1st Semester held its Barangay Assembly on March 19, 2016 at the Barangay Covered Court, attended by barangay residents, local and regional officials and functionaries, as well as representatives from national government agencies and other key sectors.
Punong Barangay Gennyfer G. Chantengco comprehensively delivered the State of the Barangay Address (SOBA) to the residents of Barangay Sto. Tomas present while highlighting the barangay council’s accomplishments for the past semester specifically on the areas of infrastructure, peace and order, campaign against illegal drugs, disaster preparedness, solid waste management, health and sanitation, education, sports, youth development, senior citizens and PWDs. He also presented the proposed plans for CY 2016 as well as the identified priority project to be proposed under the Barangay Bottom-up Budgeting (BBUB). He said: “Ang programang daang matuwid ng atin pamahalaan at ang Barangay Bottom-up Budgeting ay napakaganda sapagkat ito ay direktong tutugon sa ating mga pangangailangan. Kung tayo ay mabiyayaan ng isang milyon na Barangay BUB Fund, mas malaking pag-unlad po ang makikita natin sa ating barangay”.
Provincial Director Armi V. Bactad, CESO V congratulated the residents of Barangay Sto. Tomas for having a Punong Barangay and a Council with a vision. She further stressed that the accomplishment of the barangay is a reflection of how the Barangay Officials adheres to the mandates of the Department. Their excellent performance towards good governance is worth showcasing to the entire region. The presence of the other Punong Barangays of the Subic is an indication of unity and togetherness.
Assistant Monitoring and Evaluation Division (MED) Chief Rolando Ocampo of DILG Region III delivered the message of the DILG Secretary Mel Senen S. Sarmiento which gave emphasis on the importance of bringing programs such as the Bottom-Up Budgeting (BUB) down to the barangay level to ensure that the need for basic services and facilities of barangays are met. He informed everyone that come 2017, theBarangay BuB will provide a subsidy of P1 million to the first 12, 000 barangays that will pass the assessment for the implementation of one to two projects they have identified.
On the other hand, Mayor Jefferson F. Khonghun, in his message, acknowledged the accomplishments of Barangay Sto. Tomas. He expressed his continuous support for Barangay Sto. Tomas, as well as the other barangays, towards a better Subic. He further announced that a new Rural Health Unit will be constructed to serve the southern barangays of Subic.
Also present during the Barangay Assembly are First District Representative Jeffrey D. Khonghun, SB Members, First District Board Members Jon Khonghun and JB Felarca, Subic LnB President Osias F. Huerta, while guests from Regional Offices of the different National Government Agencies include PSupt Oscar Jacildo of PNP Regional Office, Mr. Rolando B. Garcia of DENR, Labor and Employment Officer III Arvin C. Fabian of DOLE, Information Officer II June Guillermo of the Environmental Management Bureau, Subic Fire Chief FO4 Jose Borlagdatan and other guests.
The regular conduct of Barangay Assembly is pursuant to Proclamation No. 260 dated September 30, 2011 in furtherance to Sections 397 and 398 of the Local Government Code of 1991 (RA 7160) stating that barangay assembly should be conducted twice a year to discuss the semestral report of the Sangguniang Barangay concerning its activities and finances as well as other concerns besetting the barangay.
