The female legislators in the province met earlier today at the Sangguniang Session Hall to elect their officers to the Lady Local Legislators League of the Philippines, Inc. (FOUR-L) – Pampanga Chapter. As convenor of the provincial chapter, Vice Governor Lilia G. Pineda formally opened the elections participated by more than 30 members of the city, municipal and provincial sanggunian.

Former members of the New People's Army (NPA) who have returned to the law, received cash and livelihood assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) of DILG.

The ECLIP Committee distributed immediate cash assistance and livelihood support to five former members of the New People's Army (NPA) who returned to lawful life. The Enhanced Comprehensive Local Integration Program (E-CLIP) of DILG aims to provide support to former rebels and help them start new lives. The financial assistance provided to the beneficiaries will enable them to start small businesses and meet their daily needs.

During the ceremony, Provincial Director Myra Moral-Soriano expressed gratitude to the PSWDO, PNP, and AFP for their contributions and support to the E-CLIP program. She also thanked the national government for continuing the program to assist former rebels. She urged the former rebels not to be influenced again by communist terrorist groups and instead work with the government to maintain peace and development.

Prov'l/Social Welfare & Development Officer Elizabeth G. Estiller-Baybayan announced that all 11 district hospitals will cater to patients or clients who are marginalized sector free of charge

One of the beneficiaries, Alyas Ka-Bimbo/Karding, expressed gratitude to DILG and the national government for the assistance provided, stating that it would significantly help him and his family build a peaceful life away from violence and fear.

Other notable attendees at the ceremony were handler PMAJ Karl Marlo Sanchez, Police Captain Jacqueline Pelayo Corporal Ernie E. Mauro Philippine Army - Civil Affairs NCO, and 1ST Lieutenant Patricia Louise Ochate, Civil Military Operation Officer.

 

The Anti-Drug Abuse Council (ADAC) Provincial Audit Team assessed the local ADACs in the Province to ensure their functionality and effectiveness when it comes to the implementation of anti-illegal drugs programs.

The Local ADACs were assessed in terms of their organization, allocation of substantial amount, implementation of plans and programs, support to component ADACs, conduct of meetings and innovations.

All 21 local government units of Pampanga obtained High Functionality, while 8 of them garnered a 100% functionality rating and will be subjected to the ADAC National Assessment.

Likewise, said audit is being conducted yearly to ensure the continuous improvement of ADACs in the implementation, monitoring, and evaluation of anti-illegal drugs activities.

 

Earlier today, the DILG Provincial Office together with the DILG Regional Office join the LGU of Mexico in the ribbon cutting and unveiling of the permanent marker, first in the entire Central Luzon, of the newly constructed Farm-to-Market Road in Brgy. San Vicente funded under the FY 2022 Seal of Good Local Governance Incentive Fund (SGLGIF).

The SGLGIF program is anchored on the Philippine Development Plan (PDP) which articulates the development strategies and priorities of the national government. Thus, it also aims to achieve inclusive growth and sustained development to bolster economic growth and reduce poverty. “Kung walang supporta ang DILG wala pong farm-to-market road dito sa San Vicente.” Mayor Tumang on his message.

The beneficiaries expressed their heartfelt gratitude to the department and municipality for this project.

With the looming assessments and various roll-out activities, the DILG Pampanga launched the third episode of SIKAN focused on personality development and effective social engagement training to give its DILG Field Officers and provincial office personnel a breather from the hectic audit season and prepare for the enormous work ahead.

The activity is in conjunction with the National Stress Awareness Month, which brings to fore the importance of managing stress and the negative impact of stress on one’s health and well-being.

Following the Provincial Team Conference in the morning where status updates, department issuances, and assessment schedules were presented by the program officers, an engaging discussion was held in the afternoon with Ms. Leslie R. Jorge-Acain, DBA, on how to strive for excellence and effectively engage with clients.

Aside from the lecture, the DILG personnel participated in self-improvement exercises and fun activities where they got to know other people’s impression and perception of them as a colleague and DILG personnel. Ms. Jorge-Acain also shared with the group tips on social graces, power dressing and work etiquette as well as the ABCs of personality development. She said that soft skills are as much important as technical skills in effectively delivering services to clients.

In her message, PD Myra Soriano expressed her gratitude to the women and men of DILG Pampanga for their hard work and encouraged each one to maintain a positive outlook.

“I know the coming months will be very busy that’s why we endeavored to have these kinds of activities para kahit papaano ay mapagaan namin ang trabaho ninyo. Marami man ang gawain pero alam kong kakayanin natin ito dahil DILG tayo – matino, mahusay at maaasahan.”

The activity is part of LGRC Pampanga's SIKAN, or Sustaining Innovations and Knowledge Advancement Norm which is the office's primary program for skills development, recognition of excellence and strengthening of DILG's relationships with various agencies and organizations.

The DILG Pampanga, under Ing Kulitan’s SAUP Pampanga component, and in collaboration with the Provincial Government of Pampanga, conducted a Provincial Orientation on the CY 2023 Seal of Good Local Governance Assessment today, May 3, 2023 at Otel Pampanga to discuss the draft guidelines in preparation for the said performance audit.

The discussion focused on the Implementation of SGLG Assessment, Technical Notes and Prescribed Forms needed for the SGLG Program. PD Myra Moral-Soriano, CESO V, in her guiding message, highlighted the need for LGUs to plan ahead and collaborate closely with their DILG officers to achieve successful performance during the said assessment.

The said activity was participated by DILG officers and SGLG focal persons of LGUs in anticipation of the audit.
