
In its continuing effort to ensure the functionality, accuracy, and effectiveness of local Anti-Drug Abuse Councils (ADACs) across all municipalities and component cities, the DILG Nueva Ecija – Anti-Drug Abuse Council Provincial Performance Assessment Team (ADAC PPAT) convened for the CY 2025 ADAC Provincial Table Validation on October 27, 2025, held at the DILG Nueva Ecija Provincial Office, Old Capitol Compound, Cabanatuan City.
The activity aims to evaluate the functionality of ADACs in implementing their respective anti-illegal drug initiatives and interventions. The program opened with the acknowledgement of participants by LGOO II Maria Desserie P. Bundoc, followed by the opening message from LGOO VI Donnabel E. Estipular, Program Manager of DILG Nueva Ecija.
Afterwards, LGOO VI Leovielyn H. Aduna, Chief of the Capability and Development Section and ADAC Provincial Alternate Focal Person, discussed DILG Memorandum Circular 2025-087 and presented an overview of the activity. This was followed by LGOO II Annalyn D. Tamondong, ADAC Provincial Focal Person, who walked the team through the indicators and criteria used for the audit.
The PPAT reviewed the Means of Verification (MOVs) submitted through the Anti-Drug Abuse Council Functionality Monitoring System (ADAC-FMS) and assessed the performance of each LGU based on their compliance and initiatives in the anti-drug campaign. Representatives from the DILG, PNP, PDEA, and partner Civil Society Organizations (CSOs) shared insights and recommendations to further strengthen local anti-drug programs and enhance the capacities of LGUs in implementing their ADAC Plans, Programs, and Activities (PPAs).
The table validation concluded with the closing message from LGOO V Kristian Rob D. Santiago, Chief of the Monitoring and Evaluation Section of DILG Nueva Ecija, who commended the collaborative efforts of the PPAT and emphasized the importance of sustained commitment toward a drug-free Nueva Ecija.
The activity was attended by the following PPAT members: PCOL Heryl L. Bruno, Provincial Director, and PLTCOL Ariel Enriquez of the Nueva Ecija Police Provincial Office (NEPPO); IA3 Jenlyn A. Dela Cruz of PDEA Nueva Ecija; Fr. Francis M. Abelardo, CMF, Executive Director of Ako ang Saklay, Inc.; and Ms. Bernadette Espiritu from Outreach Philippines, Inc. LGOO II Vanie Gail B. Mascariña, member of the Provincial ADAC Team, facilitated the activity.
The results of the provincial table validation will serve as the basis for recognizing high-performing ADACs and identifying areas for improvement in the continuous campaign against illegal drugs at the local level.
