The Department of the Interior and Local Government (DILG) has started its coaching session on managing Replication Inception Workshop (RIW) in the province of Bulacan’s School Hydrological and Information Network (SHINE) project. 

Said activity was conducted on June 4-5, 2012 at the Malolos Resort Club Royale, Malolos City, Bulacan. It was attended by majority of the members of the Project Shine and one participant from PAGASA and one each Provincial/Regional GOFAR Focal Person. The resource persons were from the BLGD, LGOO VII Susita Bulawit and LGOO V Gemma Macatangay.

The coaching session is designed to assist the local government unit institutionalize the replication of good practices as an avenue in achieving excellence in local governance. Also, it aims to build the capacities of the LGU for effective management of Replication Inception Workshop.

The Provincial Government of Bulacan through its project SHINE already documented their good practice under the GOFAR project. Noticeably, the SHINE project is worth replicating since there are LGUs who manifested their interest in replicating the project SHINE good practice.


“SHINE” is a simple program aimed at addressing the issues on the effects of climate change, particularly on awareness to hydrometeorological related disasters, mainly floods. The activity is another way of supporting DepEd’s program on the “climate change enhanced curriculum”. It is also consistent with the underlying principle that disaster awareness should begin in schools.

LGUs who had manifested their interest in replicating the project SHINE good practice are Municipality of Baggao, Cagayan and Rosales, Pangasinan. These LGUs will be invited by DILG to attend the Replication Inception Workshop and MOA Signing that is tentatively scheduled on July 11-12, 2012 at the Malolos Club Royale, Malolos City, Bulacan.

Meanwhile, "Good Practices in Local Governance: Facility for Adaptation and Replication" (GO-FAR) is the first project of the DILG that serves as an intervention mechanism of the Department in its support to the government’s effort in institutionalizing good local governance.  Basically, it deals more on the strategies in facilitating the actual exercise of the transfer of technology of specific good practice where interested LGUs would want to replicate, manage knowledge and funds for sustainable technical assistance.


One of the implementation strategies of the project is to build the model LGUs Capacities in Facilitating Replication Inception Workshops. This involves providing technical assistance to potential and model LGUs prepare their facilitators’ guide and generic agenda to enable them to effectively administer and/or facilitate the replication inception workshop as well as assist replicating LGUs in formulating their replication inception workplan.
