Alinsunod sa isinagawang Pangrehiyong Oryentasyon sa Paggawa ng LGU Devolution Transition Plans noong ika-11 hanggang ika-13 ng Agosto 2021, nagsagawa ang tanggapan ng DILG Nueva Ecija ng Panlalawigang Oryentasyon sa Paggawa ng LGU Devolution Transition Plans noong ika-18 hanggang ika-20 ng Agosto 2021 sa pamamagitan ng Zoom video teleconferencing application. Ang oryentasyon para sa pamahalaang panlalawigan ay isinagawa noong ika-18 ng Agosto. Ang oryentasyon naman para sa Cluster I o sa mga pamahalaang panlungsod/pambayan ng una at ikaapat na distrito ng lalawigan ay isinagawa noong ika-19 ng Agosto. Nagtapos ang oryentasyon sa Cluster II o sa mga pamahalaang panlungsod/pambayan ng ikalawa at ikatlong distrito noong ika-20 ng Agosto.

Ito ay nilahukan ng mga kasapi ng Devolution Transition Committee ng pamahalaang panlalawigan at ng mga pamahalaang panlungsod at pambayan na pinangunahan ng kani-kanilang punong ehekutibo at lehislatibo.

Ang mga kawani ng DILG Nueva Ecija na nagsanay sa mga kalahok ay binubuo nila Cluster I Team Leader Danilo C. Rillera, Cluster II Team Leader Ariel G. Espinosa, Program Manager Alfa Krista C. Reyes,LGOO V Kimberly B. Ruiz, LGOO V Anna Marie P. Batad, LGOO III Vivorey S. Lapitan at LGOO III Leovielyn H. Aduna. Sina LGOO III Donnabel E. Estipular at LGOO II Kristian Rob D. Santiago ang nag-host sa programa. Umalalay din si LGOO III Philip Nathan B. Moral na syang nag-moderate sa open forum.

Si CTL Rillera ang tumalakay sa Alignment of National-Local Plans and Investment Programs within the Context of EO No. 138 at Annex F: Phasing of Full Assumption ng LGU Devolution Transition Plans. Sa kabilang banda, si CTL Espinosa ang naglahad sa Supreme Court Ruling and EO No. 138: An Overview at sa Annex J: Local Revenue Forecast and Resource Mobilization. Si Program Manager Reyes naman ang tumalakay sa Guidelines on the Preparation of Devolution Transition Plans of LGUs at Annex H: Organizational Structure and Staffing Patterns at Annex I: Proposed Additional Staffing.

Sa pagpapatuloy, si LGOO V Ruiz ang tumalakay sa Annex E: State of Devolved Functions, Services, and Facilities. Si LGOO V Batad naman ang naglahad sa Annex G: Capacity Development Agenda for DTPs habang si LGOO III Lapitan ang tumalakay sa Annex K: Performance Target for Devolved Functions. Sa huling bahagi ng programa, si LGOO III Aduna ang nanguna sa Ways Forward and Action Planning ng mga LGUs sa pagsasagawa ng kanilang Devolution Transition Plans.

Mahalaga sa mga lokal na pamahalaan ang paggawa ng Devolution Transition Plan dahil ito ang magsisilbing roadmap nila sa pag-ako ng mga responsibilidad na kaakibat ng full devolution bunga ng karagdagang pondo na magsisimula sa susunod na taon.

The Nueva Ecija Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) led by Governor Aurelio M. Umali, in partnership with the National and Regional Task Force – ELCAC, conducted the Provincial Task Force Levelling Sessions to Barangays in Nueva Ecija on June 09, 2021 via Zoom Platform.

The main objective of the activity is to cascade down to the grassroots level the fullest understanding of the Executive Order No. 70 framework and the Knowing The Enemy (KTE) Framework and provide the experience for a Joint Planning and Alignment of Strategies across Task Forces.

Dr. Abraham A. Pascua, Executive Assistant and Consultant to the Governor on Local Government and Provincial Disaster Risk Reduction and Management, representing Governor Umali, mentioned that the Provincial Government of Nueva Ecija through the Governor, had made its valuable contributions and fair share in the desire of the National Government to end local communist armed conflict and ensure lasting peace in the country. He also presented some of the Payapa at Masaganang Pamayanan (PAMANA) Projects - parallel projects of the Office of the Presidential Adviser on the Peace Process (OPAPP) in the areas in Nueva Ecija that may have experienced insurgency. Projects such as Water Supply System in Barangay Labi, Bongabon and Sitio Botolan, Burgos, Carranglan were reiterated, among others. According to him, the proportion of projects mentioned may be mere as compared to others, but Gov. Umali believes that with the help of these projects, the Novo Ecijanos will be able to see the serious efforts and actions of the National Government to end the local communist insurgency and achieve lasting peace in our country.

One of the highlights of the activity were the presentations of PTF-ELCAC Significant Accomplishments unveiled by DILG Nueva Ecija as presented by LGOO V Kimberly B. Ruiz and partner agencies such as the Department of Trade and Industry (DTI) represented by Provincial Planning Officer Honeylen Fernandez and Ms. Jona Mae Vinculado as the representative from Technical Education and Skills Development Authority (TESDA).

Fr. Arnold M. Abelardo, CSO representative of PTF-ELCAC from Ako Ang Saklay Inc., conducted the synthesis of the program. He mentioned some of the livelihood projects provided by the Provincial Task Force of Nueva Ecija in coordination with the Armed Forces of the Philippines - 703rd Infantry Battalion and the Nueva Ecija Provincial Police Office for the rebel returnees in the province. He emphasized that such valuable and significant initiatives are deeply rooted from the love for our community, love for our creator and not from the defiance of the rebellions. He also accentuated social justice as the work of the government and the people. “Pagdating sa pagtulong sa mga mahihirap ang kulay na ating nakikita ay kulay ng Pilipino na may pagmamahal at pagmamalasakit sa isa’t-isa. Napaka importante po na ang ating mga LGUs, AFP, PNP, DILG and of course with the support and help of other agencies like DTI and TESDA, we believe here in Nueva Ecija, the Provincial Task Force, na darating yung araw [na] mas magiging maliwanag sa ating mga ka-probinsya that the way of peace is the best way… not just the absence of noise or war, nandiyan din yung human development.”

DILG Nueva Ecija has conducted a Provincial Orientation on the Guidelines in Monitoring the Functionality of Local Committees on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) on June 03, 2021 via Zoom Platform. It was attended by the DILG City and Municipal Local Government Operations Officers and Provincial, City and Municipal Social Welfare Development Officers of each LGU in Nueva Ecija.

Program Manager - LGOO VI Alfa Krista C. Reyes emphasized that the purpose of the activity is to ensure the uniformity in understanding of LGUs in the guidelines and documentary requirements to be submitted by the LGUs to the Regional and Provincial Inter-Agency Monitoring Teams for the CY 2019 and 2020 LCAT-VAWC functionality assessment.


LGOO II Maria Gabriela Isabel C. Bernardez presented the legal basis for the assessment and the various LCAT-VAWC related Joint Memorandum Circulars of the Department and its purpose. She also gave an overview of the composition for Areas of Assessment of LCAT-VAWC comprising of 10% for Organization, 10% for Meetings, 30% for Policies, Plans and Budget and 50% for Accomplishments.

LGOO VI Alfa Krista C. Reyes profoundly discussed the technical notes in monitoring the functionality of LCAT-VAWC and presented the official timeline for the assessment.

The LCAT-VAWC Functionality Assessment signifies the progressive governance that must be entrenched in every LGU even in these trying times.

The year 2022 is a year of renewal. Just like a Phoenix rising from the ashes of its previous life, it was a year of hope for better things to come. From the pain, difficulties and challenges bought about by the Covid-19 pandemic which adversely affected all individuals in all corners of the world regardless of race, status and wealth, we have become stronger and more resilient after being tempered by such difficult time and taxing circumstances. As we start to do away with our gloves, mask, disinfectant and alcohol laden kits and open our homes and offices and personally meet with friends, clients and visitors with smiles and handshakes, we begin to appreciate more the simple things which we have missed during pandemic such as the warmth of personal physical interaction and the joy of public discourse and festivities.

As public servants adapting to the new normal, we are mandated to provide not only the required high standard of public service but as well as to live as just and upright members of society, a source of pride and joy for the institution we represent, battling misinformation and fake news and capable of drawing respect and maintaining public trust and confidence especially during times of emergency and crises.

As we reflect and thank the Lord for the life and the opportunity to be with our family, friends and colleagues, we also remember and pray for the loved ones and friends who are no longer with us and recognize and honor those in the public service who have sacrificed their lives for the sake of our country. We now step toward the future more prepared and confident because of their sacrifices - learning from them that daunting the challenges, we can overcome and persevere.

Let us all remember that it’s the trying times that makes us stronger!

 

DILG Nueva Ecija rolls-out BHERT-FRIENDS online webinar series

To fortify the capacities of Barangay Health Emergency Response Teams (BHERTs) in the province, DILG Nueva Ecija, through the leadership of Provincial Director Renato G. Bernardino, conducted “Building Healthy Communities by Enhancing Capacities and Revitalizing BHERTs Towards COVID-FREE Philippines-First Responders In Ending Ncov Diseases” (BHERT-FRIENDS) Project Online Webinar Series Episodes 1 and 2 titled: “Engaging BHERTs for a Safer Community” and “BHERTs in Action: Safeguarding the Community”, respectively, last May 3, 2021 via Facebook Live. The activity was participated in by BHERT members in the province.

Jumpstarting the activity were DILG Secretary Eduardo M. Año and DOH Secretary Francisco T. Duque III who delivered their keynote messages. Secretary Año, in his speech, stressed that the DILG hopes that the online webinar series will not only enhance the knowledge and skills of BHERTs but will also train them on how to apply techniques on their response to disasters and emergencies. Secretary Duque, on the other hand, extended the sincerest gratitude of DOH to the BHERTs for the unwavering sacrifice of their time and energy to protect the citizenry from the pandemic. The secretary said that the BHERTs are our modern-day heroes and that the DOH, the DILG and the LGUs are working hand in hand to further strengthen their capacities in the implementation of minimum public health standards and COVID-19 case identification, detection and management.

Subsequently, DILG Undersecretary Jonathan E. Malaya delivered the welcome message for the activity. In his speech, Usec. Malaya implored the BHERTs to find greater meaning in their key roles of safeguarding the community and encouraging those who are experiencing COVID-19 symptoms to consider BHERTs as their friends during their illness.

Thereafter, NBOO Director Dennis D. Villaseñor, MNSA, CESO IV introduced the BHERT-FRIENDS Project. In his introduction, he emphasized that the project aims to enhance the knowledge and skills of BHERT members in the performance of their mandated duties and functions and to strengthen their capabilities especially in this time of the pandemic. Following NBOO Director Villaseñor was NBOO Assistant Director Debbie T. Torres, CESO IV who introduced the Barangayyan Agenda.

Afterward, LGOO III Vivorey S. Lapitan presented a backgrounder of the BHERT-FRIENDS Project. LGOO III Lapitan also discussed “Facts on COVID-19”, “Getting to Know BHERT” and “Management of COVID-19 in the Community”.

LGOO III Lapitan was followed by LGOO V Kimberly Ruiz who discussed “10 Things about the COVID-19 Vaccination Program Everyone Must Know”. Then, LnB President Eden C. Pineda and DILG Undersecretary for Barangay Affairs Martin B. Diño led the call for solidarity and call for action, respectively.

Further, LGOO V Edgardo V. Adriano, Jr. discussed “Case Identification and Investigation”, “Case Finding: Surveillance and Contact Tracing” and “Case Management and Monitoring”. Program Manager and LGOO VI Alfa Krista C. Reyes, on the other hand, discussed “Quarantine and Isolation”. Concluding the roll-out was LGOO V Anna Marie P. Batad who discussed “Safety Tricks for BHERTs”.

LGOO III Maricar Janice C. Perez and LGOO II Marie Chia S. Roncesvalles hosted while LGOO III Philip Nathan B. Moral and LGOO II William Philip A. Villena handled the technical aspects of the activity.

          To give light on the implementation of recent Department issuances, level off on the status of submission of reports, remind on report deadlines and address field concerns, all DILG Nueva Ecija personnel convened for a  Provincial Team Conference (PTC) last May 26, 2021 via Zoom Meetings application.

       Kicking off the activity were LGOO VII Ariel G. Espinosa and LGOO VII Danilo C. Rillera, Cluster Team Leaders, who acknowledged the presence of Field Officers under their respective clusters. Subsequently, Program Manager and LGOO VI Alfa Krista C. Reyes led the discussion of recent Department issuances pertaining to the sustainability of Ending Local Communist Armed Conflict (ELCAC) funds, submission of Local Cultural Inventory and others. Thereafter, Section Chief and LGOO V Anna Marie P. Batad presented the status of submission of reports, updates and announcements for the Capability Development Section. Under the Section, Engr II John Paul R. Ramos presented the status of the DILG Locally-Funded Projects.

         Going forward, LGOO III Vivorey S. Lapitan presented the status of submission of reports, updates and announcements for the Monitoring and Evaluation Section. Concluding the presentation for the status of submission of reports, updates and announcements was Section Chief and LGOO V Edgardo W. Adriano, Jr. who made important announcements from the Finance and Administrative Section. LGOO II Kristian Rob D. Santiago, with the technical assistance of LGOO III Philip Nathan B. Moral, moderated the activity.

         DILG Nueva Ecija is religiously conducting monthly PTCs to continually improve its services to its clientele.
