    LGUs today are being challengeto keep pace with the changing environment brought about by the digital economy for the continuous improvement in the delivery of basic services to their constituents.

     The Sanggunian, as legislative body of the local government unit, is mandated to enact ordinances, approve resolutions and appropriate funds for the general welfare of the local government unit and its inhabitants pursuant to Section 16 of the Code and the proper exercise of the corporate powers of the local government provided in Rule IX.

     Last year on September 13, 2013, the Municipality of Pilar, Bataan accepted the challenge and availed of the DILG Project Legislative Tracking Performance Monitoring Project (LTPMP): Sanggunian Information System (SIS). They believed then that said project will improve the delivery of basic services.  

     The SIS was designed to improve and strengthen the technical and administrative capability of the Sanggunian to effectively discharge their duties through the adoption of information technology. The objectives are: to improve and strengthen the technical and administrative capability of the Sanggunian; to track down various Sanggunian records, transactions and documents in aid of efficient legislation; and to provide status of performance of the individual members and of the various Sanggunian committees.

     This year the LGU has completed establishing their database and has adopted the use of the system in their day to day operations. According to Ms. Luisa C. Bernardo, member of the technical working group, their Office is grateful to DILG for providing the system for free. Many of their clienteles like the Barangay Officials have been amazed on how fast their request for copy of Ordinances or Resolutions were provided to them. Likewise, the Sangguniang members lauded the efficiency of the system in minimizing the time and effort required for bringing accurate and relevant information to them.

      Such milestone is truly worth replicating for other LGUs who desires continuous improvement and have passion for excellence.

   DILG Region 3 awarded Performance Challenge Fund (PCF) worth three (3) Million pesos to the City of Balanga, Bataan. The LGU was given the incentive for being recipient of the highly coveted 2012 scaled-up Seal of Good Housekeeping Silver level.

   The DILG Region 3 awarded Performance Challenge Fund worth one (1) Million pesos each to the Municipalities of Pilar and Bagac, Bataan. Both LGUs were rewarded for being recipients of the highly coveted 2012 scaled-up Seal of Good Housekeeping Silver level.

   The incentive was given on March 12, 2014 by CDD Chief Martin Porres B. Moral on behalf of RD Florida M. Dijan to the Local Chief Executives of both LGUs, namely: 1) Hon. Mayor Alicia D. Pizarro, Pilar, Bataan and 2) Hon. Mayor Rommel V. Del Rosario.

  The Department is optimistic that the PCF is will entice eligible LGUs in the form of a counterpart fund to finance high impact local development projects identified as priority by the LGU. The Municipality of Pilar proposed for concreting the Alauli Farm to Market Road Project which aims to facilitate the delivery of government services to the target beneficiaries of 145 families and 30 farmers in the area; while Bagac proposed for the construction project of Slaughterhouse building which will increase revenues and address the pollution of the environment benefiting more than 27,000 population consuming meat of the LGU.

   Balanga City, Bataan – Over 200 Punong Barangays from all municipalities of this province united last January 29, 2014 at Bulwagan II, Capitol Compound, Balanga City for the Orientation on the Role and Function of Barangay Officials on Child Protection Laws. DILG Provincial and Municipal field offices assisted the Provincial Social Welfare and Development Office (PSWDO), Secretariat of Provincial Council for the Welfare of Children (CWC), in bringing together said participants to the event.  Ms. Marilyn Tigas said that this collaborative effort was initiated to equip barangay officials to combat child related problems.

   Gilbert Gonzales, resource person from the Department of Justice, explained various laws in line with child welfare including the creation of a barangay council for the protection of children.   Provincial Legal Office, Bataan PNP and members of provincial CWC discussed the program and the specific guidelines on child protection, participation, development and survival. The Punong Barangays and Sangguniang Barangay Members engaged in an open forum with Mr. Gonzales, PNP, SP Member and PD Myra Moral of DILG Bataan.

  

   

        The Provincial Council for the Protection of Children (PCPC) of Bataan held its 2nd Provincial/Municipal/City CPC Summit at Crown Royale Hotel, Balanga City on November 22, 2013. The event was attended by all MCPC members, municipal mayor, provincial government department heads and national government attached agencies. The event aims to recognize the efforts and thrusts of LGUs relative to their PPAs for children during the past calendar year.

DILG Bataan took the lead in cleanup drive along the shoreline of Brgy. Tortugas, Balanga City.

Balanga City, Bataan – The DILG personnel of this province spearheaded the regular Manila Bay Clean-up Project held at Brgy. Tortugas, Balanga City on December 5, 2013. The activity was participated by Punong-Barangays and Tanods of this city. DILG personnel initiated the clean-up drive collecting 12 sacks of assorted kinds of waste within one (1) kilometer shoreline of the barangay.
