Proclamation No. 260, dated September 30, 2011, issued by President Benigno S. Aquino III, declares that the last Saturday of March and the second Sunday of October 2011, and every year thereafter as Barangay Assembly Days.
This year, the Barangay Assembly Day for the first semester of CY 2012 is set on March 31, 2012 as stated in Memorandum Circular No. 2012-29, dated February 10, 2012, issued by DILG Secretary Jesse M. Robredo.
In order to ensure compliance of barangay officials, DILG-3 Regional Director Florida M. Dijan had advised the Provincial/City Directors and Cluster Team Leaders thru a Memorandum dated February 23, 2012 to circularize said MC to all Local Chief Executives and others concerned. All City and Municipal Mayors are enjoined to ensure compliance and maximum participation of all barangays in the said activity in their respective jurisdictions.
Relative to this assembly, all barangays are enjoined to present the State of Barangay Address (SOBA) with emphasis on CY 2011 Second Semester Accomplishments, Financial Reports and Updates on CY 2012 First Semester on-going programs. Issues or concerns affecting the barangay such as Peace and Order situation, Disaster Preparedness, Solid Waste Management and the implementation of the Aksyon Barangay Kontra Dengue (ABKD) particularly on regular clean up activities shall also be discussed.
Furthermore, barangay officials shall confer with the barangay folks the National Greening Program particularly the responsibilities of the barangay in the production of seedlings for the nationwide synchronized planting on June 25, 2012 in celebration of the Philippines Arbor Day. Also, barangay officials are enjoined to prepare barangay assembly posters or banners to be posted or hanged in conspicuous places.
As stated in MC 2012-29, corresponding administrative complaint against barangay officials who fail to conduct a barangay assembly may be filed by any resident of the barangay, concerned citizen, governmental or non-governmental entity before the Sangguniang Panlungsod or Sangguniang Bayan concerned pursuant to Section 61 of the LG Code or to the Office of the Ombudsman pursuant to Administrative Order No. 07 or the “Rules of Procedures on the Office of the Ombudsman”, dated April 10, 1990.

The Department of the Interior and Local Government (DILG) Region 3 and the Province of Tarlac entered into a Memorandum of Commitment (MOC) for the mainstreaming of the Regular Barangay Clean Up in the Province of Tarlac as an expansion of the Manila Bay Clean Up, Rehabilitation and Preservation Project. The activity was conducted on January 31, 2012 in coordination with DILG Tarlac and was incorporated in the Infrastructure Development Planning Workshop of the Provincial Government at Hotel Stotsenberg, Clark Freeport Zone, Pampanga.
The MOC was forged by Governor Victor A. Yap of the Province of Tarlac, all City/Municipal Mayors headed by LMP-Tarlac Chapter President Dennis Norman T. Go and Regional Director Florida M. Dijan of DILG R3. Also present during the event was DILG Tarlac Provincial Director Dennis D. Villaseñor, OIC-MED Chief Lerrie S. Hernandez, members of the Vice-Mayors League and City/Municipal Planning and Development Officers (C/MPDOs).
The partnership arose as part of the LGUs’ initiative to signify their commitment in the regular cleaning of the major/minor rivers and waterways within the province. The event also highlighted that the inter-LGU collaboration was not only limited to the six (6) city and municipalities covered by the Manila Bay Watershed Area, but was expanded to all the LGUs of the province.
In his message, Governor Yap expressed his appreciation in creating partnerships that promote synergy among LGUs and he also assured that LGUs under his leadership will continue to work with DILG as their partner for good governance.

With the growing concern of the Legislative-Executive Development Advisory Council of the City of San Fernando to address the occurrence of natural disasters and calamities, the City of San Fernando had requested the DILG Region III to provide the necessary technical assistance in coordination with appropriate National Government Agencies involved in Disaster Risk Reduction and Management, in the formulation and completion of the City Disaster Risk Reduction and Management Code. Said Code will be based on Republic Act 10101.
Along this line, Mayor Oscar S. Rodriguez and Regional Director Florida M. Dijan had formally forged an agreement on January 6, 2012 at the Heroes Hall, City of San Fernando. The said activity was witnessed by all the Department Heads who formed part of the Technical Working Group who will work with DILG Region III staff. The proponent of the project, SP Member Redentor S. Halili and SP Member Ruperto D. Dumlao were also present to witness the signing of a Memorandum of Agreement that indicates a breakthrough for DILG Region III and the City of San Fernando.
The Sangguniang Panlungsod of the City of San Fernando has vowed to cause the immediate preparation of the City Disaster Risk Reduction and Management Code to put in place measures that will ensure the preparedness, capability to manage and adapt to the situation before, during and after every calamity. Furthery, they envisioned that the code shall serve as the masterplan to counter the adverse effect of natural calamities and man-made disasters to lives and properties in the city.
