With the leadership of DILG Provincial Director Atty. Ofelio A. Tactac, Jr., CESO V, the Department of the Interior and Local Government (DILG) Nueva Ecija Provincial Office successfully conducted a series of capacity development activities under the Retooled Community Support Program (RCSP) for the seven (7) beneficiary barangays in the municipalities of Gabaldon, General Tinio, Lupao, and Rizal on September 30, October 2, 3, and 6, 2025, respectively.

The activity aimed to strengthen the capacity of the LGU RCSP Team and the beneficiary barangays in the effective implementation of RCSP and to deepen their understanding of its role in promoting inclusive and sustainable peace and development.

One of the program highlights was the discussion on the history and evils of communism delivered by Atty. Tactac followed by the presentation on RCSP as an implementing tool of Executive Order No. 70 (EO 70) by LGOO V Kristian Rob D. Santiago. LGOO V Santiago underscored the Whole-of-Nation Approach espoused by EO 70 and its goal of addressing the root causes of local armed conflict.

Subsequently, LGOO II Edcel S. Serrano discussed the Support to Barangay Development Program (SBDP), a phase of the RCSP focused on the implementation of identified development projects in the beneficiary barangays.

The sessions were attended by Local Chief Executives, LGU functionaries, Punong Barangays with their barangay officials, and the local PNP of Barangay Pantoc (Gabaldon); Barangays Pias and Rio Chico (General Tinio); Barangays Alalay Grande, Poblacion, and Salvation I (Lupao); and Barangay Paco Roman (Rizal).

Through the RCSP, the government continues its effort to bridge governance and development gaps in conflict-affected and geographically isolated areas—bringing basic services closer to the people while fostering peace, resilience, and inclusive progress at the barangay level.
