On September 11, 2025 – The Department of the Interior and Local Government–Nueva Ecija (DILG-NE), headed by Provincial Director Atty. Ofelio A. Tactac, Jr., CESO V, strengthened its commitment to collaborative governance through an expanded partnership with the Nueva Ecija University of Science and Technology (NEUST), a member of Uhay's Multi-Sectoral Advisory Committee (MSAC) led by University President Dr. Rhodora R. Jugo. The partnership was formalized during the Mass Memorandum of Agreement (MOA) Signing Ceremony held at the Mini Convention Hall, NEUST Sumacab Campus, Cabanatuan City.

 The MOA signing reaffirms the shared commitment of both institutions to advancing community development through the implementation of the NEUST Graduate School of Public Administration's Project PA-ANGAT: Resilient Barangay Leadership in a VUCAD World. The project is designed to equip barangay officials with the knowledge, skills, and tools needed for effective local policymaking and ordinance formulation, grounded in participatory governance and responsive to actual community needs.

Project PA-ANGAT forms part of Uhay, the DILG Nueva Ecija Sub-Local Governance Regional Resource Center's Analysis of Needs for Intervention (ANI) component, which provides tailored capacity development interventions for LGUs.
This partnership highlights the continuing collaboration between DILG-NE and NEUST in promoting excellence, empowering local leaders, and fostering good local governance.
