In its continuous pursuit of fostering a more efficient, well-informed, and responsive workforce, the Department of the Interior and Local Government (DILG) Region III successfully held the Systems, Performance, Accomplishment Review cum Knowledge Levelling and Enhancement (SPARKLE) 2025 for Administrative and Newly Hired Contract of Service (COS) Personnel. The two-day activity served as an orientation, capacity-building, and policy-alignment session aimed at deepening participants’ knowledge of government systems, core policies, and quality management practices.
The event officially commenced with the welcome remarks of Regional Director Atty. Anthony C. Nuyda, CESO III, who underscored the vital role of dedication and professionalism in public service. This was followed by SAO Miriam P. Gaviola, who provided a comprehensive overview of the DILG’s Programs, Projects, and Activities (PPAs), helping participants understand their essential contributions to the Department’s overarching vision for local governance.
In a timely discussion on office culture and discipline, AO IV/HRMO II Genevieve M. Delgado presented the Policy on Office Decorum and Standard Operating Procedures, reinforcing the importance of professionalism and adherence to established protocols.
CAO Maria Resa B. Pangilinan led an engaging session that tackled key legislation and frameworks such as RA 6713 – Code of Conduct and Ethical Standards for Public Officials and Employees, the Ease of Doing Business and Efficient Government Service Delivery Act (RA 11032), and Organizational Awareness and Complete Staff Work. She also expounded on Gender and Development (GAD) in the Workplace, emphasizing inclusivity, gender sensitivity, and the creation of a supportive and equitable work environment.
Further enriching the learning sessions, AO V/HRMO III Mary Lady Queen T. Tayag discussed the HR Core Systems. She also discussed the Citizens Charter for FY 2025, highlighting transparency, accountability, and citizen-centered service delivery.
ADA IV Donna Jamela R. Guevarra followed with a presentation on the Policy Guidelines on Leave Administration and Other Personnel Matters, clarifying key rules and practices related to employee welfare and benefits.
ITO I Melerie G. Pineda provided insights into the Human Resource Information System (HRIS) and an Overview of the ECSM, showcasing how technology and structured systems play a key role in enhancing workforce efficiency.
AO III Rosette S. Cruz delivered a focused discussion on Records Management, underscoring its importance in ensuring institutional integrity and business continuity.
A comprehensive dual presentation on Accounting for Governance and NQMS Updates was delivered by Acct III Jean Hazel B. Mercado, who emphasized the critical importance of financial responsibility and quality assurance in public service.
AO IV April Anne M. Sangil facilitated a session on GSS Matters and Other QMS-Related Concerns, promoting alignment with quality management systems and continuous improvement.
ADAS II Juinlyn P. Raquipo then walked participants through the updated TEV Fare Matrix, ensuring clarity on travel entitlements and reimbursement procedures.
After the discussion, an open forum was conducted to provide a platform for participants to raise questions, seek clarifications, and share insights in an open and inclusive space. The program concluded with the closing remarks of CAO Maria Resa B. Pangilinan, officially marking the end of a dynamic and impactful two-day learning activity.
