The Information Systems and Technology Management Service (ISTMS) conducted a four-day Post-Implementation Review of the Barangay Information Management System (BIMS) from April 22 to 25, 2025, at Bendix Hotel, City of San Fernando, Pampanga.

The activity, aimed at assessing the system’s impact at the barangay level during its initial year of implementation, was participated in by ISTMS officers, BIMS developers, IT Officers from NCR, MIMAROPA, Calabarzon, and Central Luzon, staff from the Region 3 Regional Information and Communications Technology Unit (RICTU), as well as selected Cluster Leaders and Municipal Local Government Op erations Officers (MLGOOs) from Central Luzon.

Regional Director Nuyda expressed his full support for BIMS, highlighting Region 3’s accomplishments in rolling out the system. He emphasized the need for sustained monitoring and coordination with barangays to ensure BIMS continues to address their needs and enhance service delivery. He also encouraged continuous efforts and initiatives on digitalization aligned to the call of President Marcos for modernized public services.

Assistant Regional Director Timbreza also shared his insights, highlighting the crucial role of IT technical support for barangays. He pointed out that equipping barangays with digital systems not only simplifies their daily operations but also strengthens their ability to deliver frontline services and uphold good governance.

In the activity, Regional IT Officers presented their Post-Implementation Reports, outlined LGU implementation plans, and shared updates on BIMS training activities conducted in 2024 and the first quarter of 2025.

Participants engaged in plenary discussions and workshops aimed at refining the current BIMS modules and proposing new features to further improve the system. They also shared the processes being implemented at the barangays for the system’s additional modules for development. Workshop outputs will form part of the 2025 Program Development Plan under the Local Government Unit Support Systems (LGUSS).

BIMS is a one of the major components of the LGUSS program, designed to streamline barangay operations by moving from manual processes to digitalized, automated workflows—helping local governments deliver faster and more efficient public services.
