In order to ensure the successful implementation and management of all infrastructure projects through the use of Results-Based Monitoring and Evaluation (RBME), the Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Martin Porres B. Moral, CESO V conducted a Provincial Orientation on Results-Based Monitoring and Evaluation (RBME) of Local Government Unit (LGU) Infrastructure Projects (RLIP) and Coaching for Rapid Subproject Sustainability Assessment (RSSA) System today, July 27, 2022 via Zoom Cloud Meetings Application.
The said online activity is designed to capacitate the LGU SubayBAYAN Focal Persons on their roles and responsibilities in the implementation of RLIP, discuss the forms needed as input data in encoding of project in SubayBAYAN-RLIP, refresh the RSSA Focal Person in the updating of datas in RSSA system and address the issues and concerns encountered by the LGUs in updating the RSSA system.
In his message, PD Moral expressed his gratitude to the participants for the time they have given and is looking forward to a fruitful activity. "With R.A. 11639, we are mandated to monitor yung mga resources naibaba ng national government to local government units as far as special projects are concerned", PD Moral said as he emphasized the importance of RSSA as a web-based application that facilitates the assessment of locally-funded projects. In addition, he discussed the purpose of the RBME as well as the objectives of the RSSA system.
Project Evaluation Officer II Nicole Shane L. Pampanga presented the background and guidelines of RLIP while Engr II Jelly Mae T. Ebalobo delivered the foundation and guidelines of the RSSA System and updating of status. Engr. Ebalobo then walked the participants through the RSSA Portal in order to guide them of the step by step process of project assessment.
The Provincial Locally Funded Projects (LFP) Team together with the DILG Regional Office III concerned personnels facilitated an open forum where recommendations and clarifications were given to address the issues raised by the LGUs.
The activity was actively participated by the SubayBAYAN/RSSA Focal Persons, and local functionaries of the 13 Municipalities together with the Provincial Government of Zambales. Also present were LGOO V Khalid Sunggod, PEO III Rugianne V. Pangilinan, ISA II Jaimar Janssen E. Basangan from the DILG Regional Office III.
RBME of LGU Infrastructure Projects or "RLIP" is being piloted to improve tracking and measurement of LGU performance in the implementation and management of infrastructure projects, and to meet the changing demands for transparency and accountability at all levels of government.
