On June 29, 2022, the Olongapo City Peace and Order Council (CPOC), City Anti- Drug Abuse Council (CADAC), and City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) convened for the 2nd quarter joint meeting of this year at the SMX Olongapo City Convention Center to discuss significant issues, interventions and ways ahead regarding internal peace and security, criminality, illegal drugs, fire safety, and other peace and order-related topics.
Highlight of the meeting was the discussion on the identification of Barangay Mabayuan as a target for the Retooled Community Support Program (RCSP) of the Department of the Interior and Local Government (DILG), a convergence mechanism for local government units (LGUs) to come together and identify issues and needed government intervention at barangays that have completed the Community Support Program (CSP) of the Armed Force of the Philippines (AFP).
Corporal Kelvin S. Francisco of the 70th Infantry Battalion clarified that there are no present terrorist threats and conflict-afflicted barangays in the city. Thus, Mayor Rolen C. Paulino Jr. urged the joint council to write a letter to AFP and issue a resolution to formally inquire about the basis for Mabayuan's inclusion in the RCSP target barangays.
Aside from RCSP, DILG Olongapo also presented the results of the 2019 and 2021 CPOC Audit and 2021 CADAC Audit. Likewise, Olongapo City Police Office (OCPO), Philippine Drug Enforcement Agency (PDEA) – Zambales, Olongapo City Fire Station, and the City Health Office (CHO) presented their respective reports and accomplishments.
During the meeting, Barangay East Bajac-Bajac was recognized for successfully complying with the parameters of the Barangay Drug Clearing Program set by the Dangerous Drugs Board. Mayor Paulino, together with PDEA Zambales chief Jigger B. Juniller, Police Lieutenant Colonel Generico M. Binan of OCPO, DILG Olongapo City Director Amada T. Dumagat, and Dr. Eduardo Cruz of CHO, awarded the Certificate of Drug-Cleared Barangay to Punong Barangay Gilbert Piñero.
