The Road Clearing Validation Teams (RCVTs) headed by the Department of Interior and Local Government (DILG) conducted road clearing validation to all local government units in Nueva Ecija from February 16 to March 02, 2021.
Palayan City RCV Team headed by LGOO VI Marcelina A. Javier, led the validation on the efforts exerted by the Provincial Government of Nueva Ecija (PGNE) in the implementation of road clearing operations on March 02, 2021. The team validated five (5) provincial roads and observed minimal obstructions. Documents in support to the implementation efforts of the PGNE were also assessed during the table validation.
LGUs in Nueva Ecija performed full implementation of road clearing operations and validated on the following component: (1) Road Clearing component, (2) Ordinance Component, (3) Inventory Component, (4) Displacement component, (5) Rehabilitation Component, (6) Grievance Mechanism Component and (7) Tricycle Ban on National Roads.
To ensure impartiality of the validation process, RCVTs are cross-posted within the province. Members of RCVTs include representatives from Local PNP, Local BFP and Civil Society Organization.
The validation focused on the compliance of LGUs to DILG Memorandum Circular 2020 – 036 (Tricycle ban on national roads), MC 2020-027 (Implementation of Road clearing version 2.0) and MC 2020-145 relative to the resumption of the road clearing operations after months of suspension due to pandemic.
LGUs in the province continuously implement road clearing operations in response to the directives of the President to clear roads from obstruction and reclaim such for public use.
