The Department of the Interior and Local Government-Olongapo City conducted Meeting on the Functionality Assessments for Barangay-Based Institutions (BBIs) at the Sangguniang Panlungsod Session Hall on January 29, 2021 to ensure early preparation for the upcoming barangay performance audits.
DILG-City Director Amada T. Dumagat, during her message, encouraged the barangays to ensure, as early as possible, the availability of documents which will serve as proof of their implementation and performance of barangay programs, activities and services required by the national government and other pertinent laws and policies.
LGOO V Fernando M. Erese, Jr and LGOO III Vincent E. Catacutan reoriented the Number 1 Sangguniang Barangay Members and Barangay Secretaries of the 17 barangays of the city on the different BBI Functionality Assessment Programs of the Department such as audit for the performance of Barangay Development Council, Barangay Peace and Order Committee, Barangay Anti-Drug Abuse Council, Violence Against Women Desk, Barangay Council for the Protection of Children and LTIA. LGOO V Erese also discussed the mechanics of Road Clearing Validation.
In order to assist the barangays in determining the means of verification of BBI functionality, the DILG-OC presented and provided a checklist of indicators and required documents covering all the Barangay Audits and other vital activities in exercising good local governance.
The meeting was divided into two (2) batches attended by 9 barangays in the morning and 8 barangays in the afternoon. DILG-OC answered all the issues and concerns raised during the open forum.
Due to the COVID-19 Pandemic, DILG deferred its Functionality Assessment Programs for LGUs last year. However, DILG-OC expects that the said programs will resume this CY 2021, thus the office continuously provides assistance to the barangays in order to improve their capacity in delivering public service.
