The Department of the Interior and Local Government together with the City Government of Olongapo conducted an Orientation on the 2019 Revised Child-Friendly Local Governance Audit (CFLGA) on September 3, 2019 at the Subic Bay Peninsular Hotel, Subic Bay Freeport Zone.


The CFLGA is an annual mandatory audit system designed to gauge the level of performance of local government units (LGUs) as to the implementation of programs and institutionalization of measures to uplift the welfare status of children.
Mr. Gonzalo Pascua, Jr., City Social Welfare and Development Officer, welcomed the attendees and advised them to brace themselves for thorough and lengthy discussions on the upgraded indicators. Nonetheless, he shared that he is confident that Olongapo City can cope up with the said enhancements.
Meanwhile, DILG City Director Amada T. Dumagat commended the City Government of Olongapo for their performance during the previous years of implementing CFLGA. She also urged everyone's participation and cooperation for this year's implementation. "Basta tulong-tulong po tayo, kaya po natin ito", she said.
Hon. Sarah Lugerna Lipumano-Garcia, City Councilor, SP Committee on Social Welfare, pledged the support of the Sangguniang Panlungsod in terms of policy measures for the improvement of the welfare of children.
Local Government Operations Officer V Maria Clarissa R. Dimatulac discussed the salient provisions of Republic Act 7160 or the Local Government Code of 1991 concerning CFLGA.
On the other hand, Ms. Aple Shayne Lomoljo from the Regional Sub-Committee for the Welfare of Children (RSCWC) thoroughly discussed the indicators under the five (5) areas of assessment namely: survival, development, protection, participation, and governance.
