ANGELES CITY. The Department of the Interior and Local Government ( DILG) and the Federation of the Sangguniang Kabataan Angeles City conducted Sanggunian Kabataan Term-Based Program Evaluation Assessment and Mandatory training (STEAM) on June 3-5, 2019 at Henrico Hotel, Baguio City. The activity's objective was to deepen the understanding of the SK Officials on their responsibilities as youth leaders and in the implementation and evaluation of programs.
Republic Act 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015 provides that any elected or appointed SK official or any member of the Local Youth Development Counicl (LYDC) must undergo the mandatory training program before he or she assumes office. Failure to participate in the training without valid reason shall be a ground to disqualify SK officials or subject them to disciplinary actions.
The three day activity, participated in by SK Chairperson, appointed SK Treasurers and Secretaries as well as the newly elected SK Kagawads, focused on relevant topics like Decentralization; Local Governance; SK History and its Salient Features; Meetings and Resolutions, Planning and Budgeting; and Code of Conduct and Ethical Standards for Public Officials and Employees.
The output of the training is their updated Comprehensive Barangay Youth Development Plan and Draft 2020 Annual Barangay Youth Investment Program.
