The Department of the Interior and Local Government Region III was cited by the Civil Service Commission 3 on January 28, 2019 with the recognition for excellence in the four core Human Resource Management areas, namely: Recruitment, Selection and Placement; Learning and Development; Performance Management; and Rewards and Recognition.


CSC R-3 Regional Director Nelson G. Sarmiento officially handed the award to DILG R-3 Regional Director Julie J. Daquioag during the flag-raising ceremonies held at the DILG Regional Office 3.

Said citation was given for passing the criteria necessary for the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level II or 'Process-defined' HR.

PRIME-HRM is a mechanism of the CSC to empower national government agencies, local government units and government-owned and controlled corporations in institutionalizing and integrating human resource management systems in the organization.

RD Daquioag for her part, thanked the CSC R-3 for recognizing the endeavors of the agency in empowering its HR processes. She added that this recognition would have not been endowed without the dedication of the DILG R-3 organic and contract of services personnel.

Also present during the awarding ceremony were Dyna Marie D. Quiamson, OIC-Policies and Systems Evaluation Division and Maria Regina C. Rodriguez, Senior HR Specialist, both from CSC R-3, joined by DILG R-3 Assistant Regional Director Jay E. Timbreza, Finance and Administration Division Chief Anita W. Adriano, Monitoring and Evaluation Division Chief Lerrie S. Hernandez, Regional HRM Officer Crystal Joy C. Pineda, and Assistant Division Chiefs Lee Allen Pineda and OIC Aldwin B. Reyes.
This regional level award is a precursor to the coveted national Bronze Award on PRIME-HRM vied by DILG R-3.
