The Department of the Interior and Local Government oriented Olongapo City's focal persons and representatives on the 2018 Seal of Good Local Governance on May 18.
"This year's SGLG scaled up the overall assessment criteria from '4+1' to 'ALL-IN'," said DILG City Director Amada T. Dumagat. "Again, all efforts and best efforts are needed not only to meet all the indicators of SGLG 2018, but also to give the finest services in Olongapo City."
LGOO V Aldwin Reyes discussed the context of the Seal, explicitly, to influence good governance behavior and local decision-making, complement the Philippine Development Plan and upgrade governance standards.
He also stressed that SGLG follows a "scaling-up approach" to induce local governance. In 2017 SGLG's "4+1" principle, LGUs need to meet the requirements under the 4 core areas: Financial Administration, Disaster Preparedness, Social Protection, and Peace and Order, and pass at least one of the following essential areas: Business-Friendliness and Competitiveness, Environmental Protection, and Tourism, Culture and the Arts. In 2018, the assessment criteria is "ALL-IN", thus LGUs must pass all the 7 areas. Aside from these, the LGU has to demonstrate positive result out of its reform efforts taking into account local leadership and the cohesive action of the entire workforce.
LGOO V Reyes and LGOO IV Christian Red Mejia enumerated the indicators to meet the minimum criteria of each 2018 SGLG area.
