To be updated on the current project status and requirements of the Bottom Up Budgeting (BuB) under the Department of Agriculture (DA), the Department of the Interior and Local Government (DILG) Field Officers and Community Mobilizers (CMs), thru the directive of Regional Director Florida M. Dijan and Provincial Director Armi V. Bactad, attended the Provincial Briefing at Bahay Bakasyunan Resort last April 8, 2015.

    Zambales Provincial Agricultural Officer Dr. Rene D. Mendoza acknowledged the presence of Municipal Agricultural Officers (MAOs), Municipal Planning and Development Coordinators (MPDCs), and other local government unit (LGU) functionaries of Olongapo City and 13 other municipalities of Zambales. Mr. Benjamin M. Baltazar, Chief of the Field Operations Division of DA, provided an overview of the activity.

   Highlights of the activity include the awarding of the Four Million Pesos (P4,000,000.00) check to the Municipality of San Marcelino and Three Hundred Fifteen Thousand Pesos (P315,000.00) for Olongapo City under the Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) 2014 Program of the DILG.

   The following topics were discussed during the briefing: (1) DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 6 or Guidelines in the Implementation of the Bottom-Up Budgeting Program for F.Y. 2015 including the updates on 2015 and 2016 BuB implementation, presented by DILG Regional BuB Focal Person Jayson Jumaquio; (2) DA Internal Guidelines on BuB 2015, discussed by Mr. Richard Lleaño; (3) DA BUB 2014 Updates and 2015 List of BUB Projects for Zambales, provided by DA technical staff Kris Niño Ocampo; (4) DA Documentary Requirements on Infra/Non-infra Projects for 2015, discussed by Mr. Gilbert G. Aquino; and, (5) Bureau of Fisheries and Aquatic Resources (BFAR) BUB 2014 Updates and 2015 List of BUB (BFAR) Projects for Zambales, presented by Ms. Romina Yutuc.

   Engr. Darryl Salvador of DILG-Region III also presented the status of Zambales LGUs on the submission of the Memorandum of Agreement (MOA) for DILG funded projects and Sangguniang Bayan (SB) Resolution.

   Issues and concerns of LGUs on BUB project implementation and completion were answered during the open forum.
