Striving for the prestigious Seal, Olongapo City underwent the 2017 Seal of Good Local Governance Regional Assessment on June 7.

City SGLG Focal Persons and Representatives presented before the Regional Assessment Team the documents which are requirements to pass the core assessment areas of this year's Seal. They also answered the queries from the RAT relative to the SGLG indicators.

Assistant MED Chief Fortunato Abraham, LGOO V Rowena Angeles and LGOO II Fatima Lalu from the Department of the Interior and Local Government-Region 3 (DILG-R3), and Noel Sibal, CSO Coordinator from Parish Pastoral Council for Responsible Politics (PPCRP), composed the Assessment Team.
"SGLG is not a contest. It's not about the incentives or rewards," said Asst. MED Chief Abraham. "It's about ensuring the delivery of good local governance and services to the public."
City Vice-Mayor Aquilino Cortez Jr., together with City Councilors Lugie Lipumano-Garcia, Basilio Palo and Jerome Michael Bacay, arrived to show their support to the undertaking.
After the review of the necessary documents, OIC-City Director Amada Dumagat, LGOO VI Melissa Nipal and ADA III Albert Peralta from DILG-OC, and City Officials, and Personnel assisted the RAT during the actual site visit to areas and structures included in the SGLG criteria.
The activity concluded with an exit conference. Asst. MED Chief Abraham presented the findings of the Regional Assessment before City Mayor Rolen C. Paulino and the concerned department heads and representatives.
"We thank the DILG Regional Assessment Team for showing us the things we need to improve," said City Mayor Paulino. "We're continuously doing our best to make Olongapo a good place to live in," he added.
In the light of national government thrusts, organizational commitments, and emerging good governance frameworks, the SGLG further aligns its parameters to help meet expectations and contribute in realizing target outcomes relative to local governance. Most notably accounted for is the Philippine Development Plan (PDP) to help bring about the current Administration's vision of inclusive growth, high trust and a globally-competitive knowledge economy, following the principles of Malasakit, Pagbabago at Patuloy na Pag-unlad.
For 2017, the DILG raises its overall assessment criteria from "3+1" to "4+1". Peace and Order has been added to the core areas namely, Financial Administration, Disaster Preparedness, and Social Protection. This year, a new essential area, Tourism, Culture and the Arts, is likewise introduced to measure LGU efforts along these concerns.
