A P1M worth of SALINTUBIG (Sagana at Ligtas na Tubig para sa Lahat) Project under Bottom Up Budgeting 2014 was inaugurated and turned over to the residents of Brgy. Sto. Domingo, Lupao, Nueva Ecija last April 8, 2015. Regional Director Florida M. Dijan and Assistant Regional Director Abraham A. Pascua were Guests of Honor of the said program.

Barangay Sto. Domingo was chosen by the Local Poverty Reduction Action Team to be recipient of the BuB 2014 project from the Municipal Poverty Reduction Action Plan. The said barangay, situated on a valley, is 10 kilometres away of dirt and feeder roads from the town proper. Around 139 families in the community are sharing with three (3) deep wells and one (1) windmill-powered well all of which, according to the study of the Lupao Municipal Planning and Development Office, are not safe for drinking.

The program started around 9:00 o’clock in the morning with Sangguniang Bayan Member Romily C. Valdez, Vice Mayor Manuel F. Vendivil and Mayor Richard M. Ramos giving their messages and expressed their appreciation to the Department for the project, correspondingly.
PD and concurrent ARD Pascua, on his speech, said that the Government should also thank the community for paying their taxes and that the project is a way of the National Government to give back to the community.

On the other hand, RD Dijan expressed her happiness on the gains of the BuB project which is being pursued by Secretary Mar Roxas. She congratulated the local official of Lupao for planning programs which would address problems in the grassroots level.

Punong Barangay Anthony Villanueva, on his acceptance speech, conveyed his appreciation for having the SALINTUBIG-BuB Project in their barangay. On a separate interview, he said that having safe and potable water supply straight to their homes was a far-fetched dream handed down from his father who is a former Punong Barangay.
