  The Sangguniang Barangay is the legislative body in the grassroots. They play an important role in the development of the city. As part of the program of the DILG in Capacity Development, the Sharpening the Saw was initiated for the barangay officials.  The Councilmen League of Angeles City (CLAC), through close coordination with the Department of the Interior and Local Government (DILG) Angeles City and  in support of the City Government of Angeles conducted the Enhancing the Proficiency of Barangay Officials on Local Legislation last April 15-18, 2012 at Venus Park Hotel, Baguio City.


    This training focuses on the Local Legislative Process and the different laws that affect the barangay. The resource speakers were Atty. Romeo Benitez, DILG Legal Office, Atty. Myron Cunanan, DILG Regional Legal Officer, and Ms. Corazon David. During the sessions, participants were given chance to ask questions to the speakers. City Director Myrvi A. Fabia discussed to the group the different DILG issuances and programs. The personalities who were present during the activity and delivered their messages were Former Liga President Robin Nepomuceno, Sangguniang Panlungsod Member Brian Nepomuceno, and Liga ng mga Barangay President Joseph Dimapilis.


    City Mayor Edgardo D. Pamintuan arrived on the second day and acknowledged the efforts of DILG and CLAC for the successful activity. He mentioned that City Renal Health Unit is a great help to Angeleños who are suffering from kidney failure, he also added that this coming school year, the operations of   Angeles City College will start, providing very low tuition fees for college students.


    This training was attended by 220 participants consisting of Sangguniang Barangay members, Punong Barangays, Barangay Secretaries and Treasurers.
