Angeles City. -Barangay Sto Rosario was chosen by DILG City Office as showcase barangay for this first semester's Barangay Assembly. This barangay, is the second among the 33 barangays of the city declared as Drug-cleared Barangays by the Regional Oversight Committee headed by the PDEA, PNP, and DILG on November 2018. On March 16, 2019, Barangay Sto. Rosario conducted Barangay Assembly at Plaza Angel, one of the historical heritage sites in the city.

In front of more than 200 residents who participated including members of PNP Police Station 1 and the different CSOs, Punong Barangay Renato Cosme delivered his State of the Barangay Address (SOBA) which focused on his accomplishments on Disaster Preparedness, Barangay Outreach Programs, Cultural Presentation & Sports, Peace and Order, Public Health Care and Welfare, Education, Environmental Protection & Preservation and Infrastructures and Development. On the other hand, Barangay Secretary Gary Tapnio presented the barangay's financial report.

CD Martin Porres Moral encouraged the residents of Barangay Sto Rosario to continue working with the barangay officials in making the barangay peaceful, orderly, safe and a place of choice.
"Dahil sa magagaling na leader na naririto at polisiyang ipinapatupad ng barangay makikita natin ang pag asenso ng ating barangay. Binabati ko rin po lahat ng naririto mga barangay official at residente dahil napanatili natin na drug-free barangay ang barangay Sto Rosario" said CD Moral

LGOO III Romer Enaje, read DILG Secretary Eduardo Año's message to the barangay residents and guests. Issues and concerns of residents were also discussed with PB Cosme.

Before the end of the activity, CD Moral awarded the Certificate of Appreciation to the Barangay Council.
