DILG Angeles City was pre-identified by the National Barangay Operations Office as one among the three pilot LGU’s in Region III for the Orientation of Bottom Up Budgeting (BuB) Projects Monitoring Team under Ugnayan ng Barangay at Simbahan (UBAS). The UBAS Technical Working Group (TWG) of the city agreed to conduct a TWG cum Action Team Orientation, a customized group of participants for this undertaking, thus hitting “two birds with one stone”. This was done on May 20, 2015 at the City Library, Angeles City. A total of 150 attendees composed of Punong Barangays, Barangay Kagawads, other Barangay Officials, Faith Based Representatives, and CSO’s participated.
The Welcome Remarks was delivered by Most Rev. Pablo Virgilio S. David, D.D, Auxiliary Bishop, Archdiocese of San Fernando. He appreciated the participation of the potential UBAS Action Team members as well as the Technical Working Group members. He proudly shared to the group that while other LGUs just launched their UBAS, Angeles City have already organized their UBAS TWG and started organizing the UBAS Action Teams at the barangay level. In fact the TWG planned to orient the UBAS Action Teams by June 2015 yet. Fortunately, the city was pre-identified by NBOO as pilot area for the TWG orientation and to take advantage of the opportunity the TWG decided to include the potential members of the UBAS Action Teams.
City officials of Angeles City graced the occasion and delivered their Insights and Inspirational Messages. Hon. Edgardo D. Pamintuan emphasized that for an effective UBAS he will call immediately a meeting of the Punong Barangays, facilitate reproduction of the Manual and motivated all participants to read it. Hon. Vicky Vega Cabigting expounded the importance of UBAS and its by-products, and why of all fruits UBAS was chosen as acronym of the undertaking. SP Member Bryan Nepomuceno and LnB President Carlito M. Ganzon likewise shared their modest elation and wholehearted support for the success of UBAS in the city.
Four topics were discussed during the activity. The first discussion was a Brief Orientation on UBAS which revolved around Unique Traits of UBAS, Objectives of UBAS, the Seed of UBAS, the UBAS Structure facilitated by Rev. Fr. Antonio E. Labiao,Jr.VG, Parish Priest, Our Lady of Mercy, Novaliches, Quezon City. The second topic was discussed by Mr. Jonathan Diay, from NBOO entitled the Organization of Technical Working Group and Barangay Action Team. His discussions focused on the Legal Bases of the UBAS, Organization and Development Process, the Composition of the Convenors Group, TWG Group and Barangay Action Team as well as their roles. UBAS Executive Director Atty. Mariness L. Ledesma, CPA, tackled the third topic entitled BUB Monitoring. Her discussion started with an AVP presentation on Grassroots Participatory Process for the awareness of the participants. City Director Belina T. Herman, discussed Barangay Governance, Barangay Government and Structure, Guideposts in Promoting & Sustaining Barangay Good Governance and Full Disclosure Policy. She ended with some thoughts to ponder and a related energizer on “development”.
