The Regional Peace and Order Council of Region 3 convened last October 24, 2012 at Oxford Hotel Clarkfield, Pampanga for a dialogue with SILG Mar Roxas. The governors of every provinces, HUC mayors as well as the presidents of the league of municipalities presented the peace and order issues in their areas of responsibility as seconded by the provincial directors of the Philippine National Police.
DILG R-3 Director Florida M. Dijan, interim Chairman and head secretariat of RPOC facilitated the conduct of the activity. Among the issues raised during the dialogue were the needs of the provinces for additional PNP personnel and patrol units, assistance for the procurement of special PNP equipment for unusual operations, training of armed personnel, motorcycle riding in tandem, anti-illegal drugs and provision for additional patrol boats for coastal provinces of Central Luzon.
DILG Secretary Mar Roxas after hearing all the peace and order concerns of the region informed the body that he will do his best to help resolve these issues. Present during the dialogue were the governors of Aurora, Bulacan, Nueva Ecija, Pampanga and Tarlac, City Mayors of Angeles and Olongapo, and the presidents of the leagues of municipalities of Bulacan and Pampanga, members of RMCC and Regional Directors of different government agencies.

DILG-3 Regional Director Florida M. Dijan together with Assistant Regional Director Abraham A. Pascua and other Regional Office personnel attended Barangay Assembly Day of San Pascual, Sto. Domingo, Nueva Ecija on October 14, 2012. San Pascual is Region 3’s showcase barangay this semester.
President Benigno S. Aquino III has issued Proclamation No. 260 dated September 30, 2011, declaring the last Saturday of March and the second Sunday of October 2011, and every year thereafter as Barangay Assembly Days.
Punong Barangay Juanito Sana of San Pascual delivered his State of Barangay Address (SOBA) highlighting the different accomplishments of the barangay in the areas of Governance, Transparency, Participation, Administration, Customer Service, Human Resource Management and Development and Social Services.
Among his significant accomplishments are strict implementation of Zero Waste, Zero Kalat, ban in cutting trees, no to noise pollution, massive information education campaign on illegal drugs, VAWC implementation, approval and posting of annual budget, maintenance of barangay health and nutrition center facilities, identification of evacuation centers during calamities and giving of libreng gamot.
These were presented after DILG R-3 Monitoring and Evaluation Division Chief Lerrie Hernandez gave an overview of the conduct of barangay assembly and its relevance.
Regional Director Florida Dijan, on the other hand congratulated the Punong Barangay and the Sangguniang Barangay and other local officials for coming up with such important activity. She likewise expressed appreciation to the representatives of different National Government Agencies for their participation.
Director Dijan read the message of DILG Secretary Mar Roxas to the people of San Pascual and concluded by saying “Kayo pong mga mamamayan ng Barangay San Pascual ay kailangang makiisa sa mga inyong mga opisyales tungo sa mas ikauunlad ng inyong barangay”.
Sto. Domingo Mayor Leonido De Guzman, Jr., Vice Mayor Policarpio Catacutan, Jr. as well as other local officials and heads of NGAs gave their responses following the SOBA of PB Sana.
Towards the end of the activity, DILG ARD Abraham Pascua led the barangay officials in reciting the Panunumpa para sa Mabuting Pamamahala tungo sa Matuwid na Landas.
The team also visited barangays San Gavino, Bulo and Maluid in Victoria, Tarlac. RD Dijan in her brief message in San Gavino said that barangay governance is like cooking rice cake or bibingka in Filipino which involves placing burning coals on top and under it. |”Ang apoy sa itaas ng bibingka ay ang mga opisyales ng barangay samantalang ang apoy sa ilalim nito ay ang kanyang mga mamamayan. Ang mga opisyales at barangay ay kailangang magtulungan at magkaisa upang magkaroon ng isang mabuti at maayos na lokal na pamahalaan”, she further said.

Three of the 7 Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Program beneficiaries of Region 3 had received the first tranche (50%) of their allocation namely, Doña Remedios Trinidad (DRT) in Bulacan, Lubao in Pampanga and Llanera in Nueva Ecija amounting to P3.5 Million Pesos, P1 Million Pesos and P1.5 Million Pesos, respectively.
Of the 7 beneficiaries, Doña Remedios Trinidad, Bulacan was identified as a waterless municipality and is entitled to receive P7 Million Pesos. On the other hand, the Municipalities of Llanera in Nueva Ecija, Dinalupihan in Bataan, Concepcion in Tarlac, and Baliwag, Bulacan will receive P3 Million Pesos each while the Municipality of Lubao in Pampanga will receive P2 Million Pesos for their waterless barangays. In addition, San Antonio, Nueva Ecija is also a recipient of P1 Million Pesos for its Rural Health/Lying-In clinic.
SaLinTubig program is one of the priority programs of the Aquino Administration which aims to increase the access of waterless services to the waterless population, reduce the incidence of water-borne and sanitation related diseases and improve access of the poor to sanitation services in the entire country. It is being jointly implemented by 3 National Government Agencies composed of the Department of the Interior and Local Government (DILG), National Anti-Poverty Commission (NAPC) and Department of Health (DOH).
The Department of the Interior and Local Government Region 3 staff together with the Provincial Offices of Nueva Ecija and Pampanga joined the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) in the conduct of its Broadcastreeing Tree Planting Activity last October 13, 2012.
The activity is in line with the National Greening Program which aims to counter the adverse effects of global warming and climate change through the direct participation of the community in activities such as tree planting and seminars which raise awareness and encourages the involvement of the people.
The affair was held simultaneously in two places; (1) Megadike, Bacolor, Pampanga & (2) Palayan City, Nueva Ecija which was participated by various agencies such as BFP, DENR, Phil. Army, BJMP, PNP and DILG totaling an attendance of more than 1,000 personnel.
The event started at 6:30am with a parade led by the BFP, PNP & Phil. Army followed by the tree planting activity proper. Afterwards, the participants ended the day with a snack provided by the DENR, photos taken to remember the event and a new planted seedling which will serve as a symbol of hope and stewardship towards the environment.
