The Municipality of Castillejos recently conducted a Launching Ceremony for the Repair/Rehabilitation of various school buildings amounting to P2.8 Million last May 2, 2012 at Central Elementary School, Castillejos, Zambales. This is in line with the Department’s commitment of forging support with local government units to promote good governance under the Local Government Support Fund (LGSF). The amount of P800,000.00 was given as a cash incentive to the said municipality being a recipient of the Seal of Good Housekeeping Award, in addition to the P2M from the 20% Development Fund.
The ceremony was graced by the municipal local officials headed by Mayor Jose Angelo M. Dominguez along with SB Members, MPDC Enrique C. Clarin, School Principals, PTA Members and Punong Barangays. LGOO VI Rolando D. Ocampo, South Cluster Team Leader / concurrent MLGOO together with MLGOOs Rosalinda T. Sarmiento and Deborah A. Mangayan from neighboring Municipalities of Subic and San Marcelino respectively were also present to witness the occasion.
In his message, Mayor Dominguez emphasized his battle cry “Kayang Kaya Basta’tSamaSama” in which everyone should have a part in the development efforts of the local government unit. Also, LGOO VI Ocampo congratulated the officials of Castillejos for being the first to conduct a launching ceremony in the Province of Zambales.
The activity was concluded by Hon. Voltaire Avera, SB Chairman on Education and said that he will continue to support the program of Mayor Dominguez especially in the education sector.
The Department of the Interior and Local Government in the province of Pampanga in coordination with the National Police Commission R-3 conducted a Seminar-Workshop on Capability Enhancement of the People’s Law Enforcement Board (PLEB) of Pampanga on April 25 - 27, 2012 at Ibay Zion Apartelle, Minesview, Baguio City.
LGOO VI Jose Algy Canlas welcomed and acknowledged the participants and resource speakers while LGOO VI Renalyn Iglesias shared the objective of the activity which is to enhance the capabilities of the PLEB Members in the investigation and adjudication of police administrative disciplinary cases file before the board.
The seminar, facilitated by selected DILG provincial staff was participated in by PLEB members such as the Sangguniang Bayan/Panlungsod Members, Punong Barangays, DILG MLGOOs and others. Napolocm 3 Regional Director Atty. Manuel L. Pontanal discussed PNP Administrative Disciplinary System and the Laws Governing the PNP Administrative Disciplinary System; Due process of law and equal protection of the law; The Uniform Rules of Procedure before the Administrative Disciplinary Authorities and the Internal Affairs Service of the PNP; PLEB Creation, function, composition, term of office and quorum; Commencement of complaint, venue, contents of complaint; Pre-charge evaluation; Preventive suspension; Conduct of formal hearing and disposition of cases; and Appeal, Appellate Jurisdiction of the Civil Service Commission (CSC). He also discussed some legal principles and jurisprudence applicable in the investigation of administrative cases against PNP members.
Chairman of the Police Regional Appellate Board Atty. Domingo P. Guanzon discussed the Administrative Offenses and Penalties which include Punishable offenses, Classification of Offenses (light offenses, less grave offenses, grave offenses), and imposable penalties and its limitation. On the other hand, Summary Dismissal Hearing Officer Atty. Arlene L. Castro-Co shared the Appreciation of Evidence in Administrative Proceedings. She likewise discussed that as semi-judicial, PLEB hears and decides like a court but it is not part of the judicial branch. As such, the procedure before administrative bodies is not formal and strict as that of court, and the regularity of such proceedings is not to be tested by the strict legal rules that prevail in the court of law. Therefore, PLEB is not under obligation to follow the technical rules of procedure and evidence but must observe due process.
Napolcom Assistant Regional Director Atty. Leonardo C. Guzman discussed the case and records management. This, according to him is a system adopted by a judicial or quasi-judicial body to have an effective supervision and control of various stages through which cases pass from the time they are filed to the time they are decided to ensure their speeding disposition.
On the other hand, Chief of Technical Services Division of Napolcom Atty. Bernardina Joven shared some techniques and styles in decision writing which includes the cardinal primary rights to be observed in administrative proceedings, contents and parts of a decision, quorum required for a valid decision, parts of a decision, stages of writing process and elements of effective style.
A role playing followed wherein participants were required to illustrate an actual proceedings of PLEB.###
DILG Secretary Hon. Jesse M. Robredo was the guest of honor and speaker during the conduct of the Global Migration Campaign 2012 on May 1, 2012 at Aquino Center, Luisita Industrial Park, Tarlac City.
The activity, with the theme “Awareness, Action and Achievement” was aimed to free Tarlac of migrant-related crimes such as illegal recruitment and women trafficking, among others. Also, one of the objectives of the activity is to educate and help people understand the available services being offered by the government with regard to this campaign.
Among the presenters during the activity were representatives from the POEA, DFA, OWWA, Cong. Susan Yap and Jovel Milan form the religious sector. The campaign was highlighted by a Memorandum of Agreement Signing on the convergence and collaboration to end migration relative crimes.
Another Groundbreaking Ceremony of the approved project from the Local Government Support Fund (LGSF) was held on April 23, 2012 at the Municipality of Mexico, Pampanga under the leadership of Hon. Mayor Teddy C. Tumang.
Said LGSF project is concentrated in the Construction of Checkgate, Deepening and Declogging of Water Impounding Reservoir located at Mexico River, Tinajero, Mexico, Pampanga, amounting to P 1,958,725.18. It formally started last April 21, 2012 and is expected to be finished by June 4, 2012.
The Groundbreaking Ceremony was attended by Hon. Mayor Teddy Tumang, Sangguniang Bayan Members, Department Heads, Barangay Officials, farmers and was graced by DILG Pampanga Provincial Director Angelina S. Blanco together with DILG Officer of Mexico LGOO V Marites C. Burton and LGOO V Josephine M. Villanueva. PD Blanco expressed her appreciation to the seen efforts of the local authorities and functionaries in providing quality service to its constituents.
Mayor Tumang and the local authorities and functionaries present in turn conveyed their gratitude to the Department through SILG Jesse M. Robredo for the support and assistance it has extended to the LGU and for recognizing their efforts in making the Municipality of Mexico one of the best and well-performing LGUs of the province.
