In line with the harmonization efforts of the Department of Social Welfare and Development (DSWD) and the Department of the Interior and Local Government (DILG) for the Seal of Good Local Governance (SGLG), DSWD Field Office III successfully conducted the activity “Enhancing Regional Monitoring Team Readiness for the 2026 Service Delivery Capacity Assessment (SCA)” on February 18–19, 2026 at Savannah Resort Hotel.

The activity aimed to strengthen the preparedness of the Regional Monitoring Team (RMT) for the 2026 Service Delivery Capacity Assessment, a key mechanism in evaluating the functionality and capacity of Local Social Welfare and Development Offices (LSWDOs).

A key highlight of the activity was the session on “Navigating Politics: The Art and Strategy of Negotiation,” delivered by DILG Tarlac Provincial Director Zotico Gerson A. Villanueva Jr., who served as Resource Person. His expertise provided valuable insights on managing institutional dynamics, strengthening stakeholder engagement, and effectively navigating negotiation processes essential in monitoring and assessment activities.

Through this strengthened partnership, DILG and DSWD FO III continue to enhance the capability and preparedness of the Regional Monitoring Team for the successful implementation of the 2026 SDCA.
