
Baler, Aurora | 25 February 2026 – The DILG Aurora led by PD Ener Cambronero, conducted a competency enhancement for its personnel in the conduct of Fact-Finding Investigations (FFI).
The agenda focused on strengthening the understanding of FFI as an administrative mechanism used to determine whether sufficient grounds exist to proceed with formal action on complaints and allegations involving local public officials and offices.

During the discussion, PD Cambronero emphasized that a fact-finding investigation is non-adversarial and non-adjudicatory in nature and does not determine guilt, but rather gathers, verifies, and documents facts to establish whether there is adequate basis for further administrative proceedings.

The DILG Aurora Personnel, together with the DILG Field Officers, were guided on scoping investigations, conducting impartial interviews, gathering and validating documentary evidence, and applying objective analytical standards.
PD Cambronero also underscored the importance of prudence and adherence to due process, particularly in situations where evidence is insufficient to establish administrative liability.

The activity reinforced DILG Aurora’s commitment to upholding transparency, accountability, and procedural integrity in the performance of its oversight functions. By strengthening personnel capacity in evidence-based investigation processes, the Department continues to ensure that administrative actions are fair, legally defensible, and grounded on verified facts.
