
The Department of the Interior and Local Government (DILG) Aurora Provincial Office, through its Local Governance Resource Center – Multi-Sectoral Advisory Council (LGRC–MSAC), formalized a strategic partnership with the Aurora State College of Technology (ASCOT) through the signing of a Memorandum of Agreement (MOA) for the establishment of the Local Infrastructure Learning Hub (LILHub) in the Province.

As one of the major programs under Tambuli's MSAC, the LILHub shall strengthen the DILG Aurora's platform for knowledge-sharing, innovation, and multi-sectoral collaboration in infrastructure governance. The initiative operationalizes the Infrastructure Audit (IA) Program by providing LGUs with a localized learning and technical support mechanism to assess the vulnerability of public infrastructure to earthquakes and related hazards, and to translate audit results into responsive local policies and programs.

Anchored on Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010, the partnership operationalizes a whole-of-government and participatory governance approach to disaster risk reduction and climate-resilient local governance. It reinforces DILG's commitment to strengthening LGU capacities in infrastructure safety, preparedness, and resilience through multi-sectoral collaboration.

The MOA was signed by Dr. Renato G. Reyes, ASCOT College President, and Dir. Ener P. Cambronero, DILG Aurora Provincial Director, with Dr. Mark Angelo E. Diaz, Dean of the School of Engineering, as witness to the MOPA signing. Also present were LGOO V Gerald Philip Esteves, CDS Chief, and LGOO II Rosanna C. Hernandez, LILHub Focal Person, together with ASCOT Board Secretary V Mr. Joseph T. Gonzales.

Also joining ASCOT and DILG Aurora in this partnership are the Department of Public Works and Highways – Aurora District Engineering Office, Bureau of Fire Protection, Department of Science and Technology – Provincial Science and Technology Office of Aurora, Department of Environment and Natural Resources – Provincial Environment and Natural Resources Office, and the Philippine Institute of Civil Engineers – Aurora Chapter—forming a strong technical and institutional network in support of resilient infrastructure development.
Through the LILHub, DILG Aurora continues to push for progressive, proactive, and people-centered infrastructure governance—where technical expertise, research, and inter-agency collaboration translate into safer public infrastructure, more disaster-resilient communities, and sustainable local development.
