DILASAG, AURORA — The DILG Field Office of Dilasag, in partnership with the Municipal Government, recognized outstanding barangays and stakeholders for their dedication to effective and accountable governance during the “Exemplars of Local Governance: Annual Performance Evaluation and Recognition” held on December 15, 2025.
In his opening message, Vice Mayor Fransisco C. Alonzo emphasized that the activity aims to strengthen accountability and promote excellence at the barangay level. He congratulated the awardees and commended barangay officials who consistently demonstrate commitment to public service.
As part of the program, participants were also engaged in discussions on the responsible and ethical use of Artificial Intelligence (AI) in documentation, reporting, and record-keeping. These sessions were complemented by updates on the annual evaluation of barangay governance, reinforcing the importance of innovative practices in local government operations.
Serving as the highlight of the activity, exemplars of local governance were honored through various award categories, including the Huwarang Kaagapay Awards for outstanding stakeholders and the Kalasag ng Kapayapaan, which recognized Best Performing Barangays that excelled in ensuring peace and order and public safety. This award reflects the leadership of the Punong Barangays which exemplified performance beyond mere compliance by implementing innovative programs that promotes inclusive and participatory governance.

The Best Performing Barangay Secretaries were hailed for their timely compliance and responsiveness to various mandates and reportorial requirements, as well as for their support and initiatives that significantly contribute to the sustained high functionality of barangay-based institutions.

The program also acknowledged Outstanding Sangguniang Kabataan Chairpersons, citing their exemplary leadership, dedication, and effective implementation of youth-centered programs, particularly in drug abuse prevention and control, peace and order promotion, and community participation, which significantly contributed to youth empowerment and the strengthening of public safety in the community.

In his closing message, PS Juan Millar, representing the Honorable Municipal Mayor, highlighted that recognition and incentives play a crucial role in boosting the morale of barangay officials and inspiring greater dedication to public service. He challenged all barangay officials to go beyond compliance and strive to match, or even surpass, the performance of the best-performing barangays.
The activity reaffirmed the shared goal of the DILG Field Office and the Municipal Government to continuously improve service delivery and uphold the highest standards of governance. By recognizing and rewarding excellence, the initiative fosters pride and motivation among barangays and their partners, while reinforcing public trust and confidence in the ability of local institutions to serve their communities effectively and responsibly.
