Baler, Aurora – The Department of the Interior and Local Government (DILG) - Office of Project Development Services (OPDS) in coordination with the DILG R3 PDMU and DILG Aurora successfully conducted a Project Implementation Monitoring and Evaluation (PrIME) activity in the municipalities of Baler and Casiguran on July 28-29, 2025, as part of its continuing commitment to promote transparency, accountability, and effectiveness in local infrastructure project implementation.
The PrIME activity focused on the monitoring, validation, and assessment of selected locally-funded projects implemented in the two municipalities under the LGSF-FALGU program. Through on-site inspections, stakeholder interviews, and document reviews, the DILG monitoring team was able to assess whether projects are being implemented in accordance with approved plans, timelines, and fund utilization.


Monitoring enable LGUs to track the progress of on-going projects, ensure compliance to work plans and technical specifications, resolve issues proactively. Meanwhile, Evaluation provides a mechanism to assess whether completed infrastructure projects are achieving their intended objectives, delivering value for money, and responding effectively to community needs. Punong Barangay of Brgy. Cozo, Hon. Emelita M. Curitana shared that “Malaki po..malaking benepisyo po ang maitutulong ng proyektong yan [Road project in Brgy. Cozo] kasi kagaya dati po..ang pinaglalabas po ng produkto nila [farmers in the barangay] ay sa kabayo lang. Dati yun nung maputik, grabe..tapos minsan kolong-kolong lang paglalabas ng produkto nila. Syempre paisa-isang sako lang sa isang dalahan, ay ang layo sa..[pamilihan] ano yan eh 7km.” She expressed their deep gratitude for having a project under the LGSF and wishes for continuous funding in order to fully improved the lives of their constituents in the far-flung areas.


In Baler, PB Edgardo Victoriano of Brgy. Buhangin outlined their best practices in sustaining the completed Level III Water Supply System project funded under the FY 2023 LSF-SBDP. He presented their annual budget allocation for the maintenance and rehabilitation works for their water projects to continually improve the lives of their constituents.
Through the activity, bottlenecks in the implementation of LFPs in the selected LGUs were identified, possible solutions were recommended, and best practices were shared.
