Spearheading a transformative initiative for local governance reform, the Department of the Interior and Local Government (DILG) Regional Office III convened a two-day consultation for the Local Government Code (LGC) of 1991 Review and Amendment Program (LGC RevAmP) on March 5–6, 2026. The first batch of consultations engaged DILG field officers—including Provincial and City Directors, Cluster Team Leaders, Program Managers, and City/Municipal Local Government Operations Officers (C/MLGOOs)—who took an active role in identifying policy gaps, operational challenges, and potential areas for reform. In partnership with the Department of Budget and Management (DBM), the discussions provided a valuable platform for technical exchange and collaborative policy development. Drawing from their extensive field experience, participants offered practical insights and recommendations that will help shape proposed amendments to strengthen local autonomy and governance.

Building on this momentum, the consultation also brought together key representatives from leagues of local elected officials and local government functionaries to ensure that the reform agenda reflects the realities of modern local governance. Participants included representatives from the League of the Municipalities of the Philippines (LMP), Philippine Councilors League (PCL), National Movement of Young Legislators (NMYL), Liga ng mga Barangay (LNB), and the Sangguniang Kabataan (SK) Federation, as well as associations of local planners, treasurers, and business permit and licensing officers.

Through this multi-sectoral engagement, DILG Regional Office III continues to bridge national policy directions with the lived experiences of local leaders and practitioners. The insights gathered from the consultation will contribute to crafting responsive and forward-looking policy reform proposals aimed at strengthening local governance, enhancing service delivery, and promoting sustainable development across Central Luzon.
