Subsequent to the efforts of the Department of the Interior and Local Government (DILG) in the achievement of the governance reform targets of Provinces under the Conditional Matching Grant to Provinces (CMGP) Program, DILG Zambales, together with DILG Aurora, facilitates the conduct of Training on Road Contract Management, Construction Supervision and Management and Project Monitoring and Evaluation on September 16-18, 2019 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone (SBFZ).

It was attended by the technical staff from the Provincial Governments of Aurora and Zambales composed of the representatives from the Provincial Engineering Office (PEO), Provincial Accounting Office, Provincial Planning and Development Office (PPDO), Provincial Treasury Office and Bids and Awards Committee.

The 3-day activity aimed to enhance the competency levels of the technical staff of the Provincial Local Government Units (PLGUs) in the above-mentioned areas of Local Road Management (LRM). Engr. Ryan M. Cabarubias from Bureau of Construction, Department of Public Works and Highways (DPWH), focused his discussion on the concepts and basic principles of construction management and supervision and on the guidelines in the contract implementation for procurement of infrastructure projects. Engr. Bryan Jeremiah likewise shared his knowledge and expertise in the contract processing and construction schedule.

DILG, in its commitment to strengthen capacities of PLGUs in local road management, has provided several capability development trainings in the achievement of the reform targets of the Provincial Governance Reform Roadmap (PGRR). The PGRR aims to improve skills, processes and systems of the provincial government in LRM to enable them in efficiently and effectively planning, designing, implementing and maintaining their local road network. These reforms will allow the sustainable development of local road networks of the province and will continue to contribute to the achievement of the Sustainable Development Goals (SDGs).

DILG Zambales Provincial Director Armi V. Bactad lay emphasis on the responsibilities of the stakeholders in the realization of the governance reform targets and expressed her optimism towards the achievement of the strategic objectives of the CMGP Program. “The DILG and the Provincial Local Government Units, as partners in the implementation of the CMGP Program and other infrastructure projects of the National Government, plays a vital role in paving the way towards the attainment of the development goals of the province. The DILG will continue to support the PLGUs in the execution of its mandates towards the over-all growth of our country and better public service delivery”, said PD Bactad.
